Terms of ReferenceUnder the supervision of the Program Officer, the Associate Field Officer will:
- Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the competent Implementing partners and/or operational partners within the camp.
- Ensure that CCCM responses build on local capacities, context specific strengths and national response capabilities.
- Ensure integration of agreed priority cross-cutting issues in needs assessment, analysis, planning, monitoring, and response.
- Ensure that an effective monitoring system of the field level is in place resulting in better service to the displaced populations.
- Monitor the implementation of UNHCR Programme related to CCCM, Shelter and Wash including the delivery of all assistance items and monitoring of infrastructures.
- Promote and support relevant CCCM training for NGOs, UN agencies, local government officials, camp managers and members of displaced and host communities.
- identify gaps and duplications, assess, verify, and map emerging assistance needs and protection issues.

- Ensure that UNHCRโ€™s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR).
- Ensure the establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the local level.
- Define the nature and extent of overlap and coordination between CCCM and other sectors particularly Shelter, environment, and WASH.
- Contributions provided in contingency planning and response programmes based on most likely scenarios of population movements.
- Serve as focal point for food distribution, core relief tracking, distributions, and post distributions monitoring.
- Follow-up the Shelter and WASH activities implemented by partners in the camp and in close cooperation with relevant agencies and units, act as the operationโ€™s focal point for activities implemented with other agencies and partners in the sector of shelter and Wash.
- Coordinate the integration of cross-cutting issues in the work of the CCCM, WASH, and shelter, including age, gender, environment, and diversity towards the inclusion of refugees into the national system.
- Organize refugeeโ€™s participation in the camp setting governance and community mobilization, with particular emphasis on womenโ€™s decision-making role and on persons with specific needs (such as the elderly and disabled).
- Organize and support facilitation of regular camp coordination meetings and ensure adequate reporting and effective information sharing amongst all partners including camp managers, sector leads, disaggregating data by age & gender.
- Provide assistance to UNHCR Technical advisers and consultants as well as visitors visiting project sites.
- Undertake other relevant duties as required by Supervisor.

Standard Job Description Associate Field Officer Organizational Setting and Work Relationships The Associate Field Officer is normally supervised by the Snr Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent may supervise some support staff. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. - Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. - In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. - Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. - Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. - Monitor the security situation in the area and intervene as appropriate with the local authorities. - Submit recommendation for protection interventions to the designated officer. - Negotiate with local authority counterparts, partners and populations of concern. - Approve expenditures within the DOAP. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Field(s) of Education Law, Political Sciences or other relevant field.
