Education is a fundamental protection and solutions activity for UNHCR, guided by its Refugee Education 2030 strategy and aligned with international frameworks such as the Global Compact on Refugees (GCR) and Sustainable Development Goal 4 (SDG 4). These frameworks advocate for the inclusion of refugee children in national education systems and emphasize the importance of data-informed planning, monitoring, and accountability to improve educational access, quality, and protection.
The UNHCR Education Section at Headquarters (HQ) coordinates the implementation of a comprehensive primary education programme across 31 countries through the Educate A Child (EAC) Programme and the Primary Impact Initiatives. These efforts aim to transform the lives of refugee children and youth by delivering accessible, inclusive, and holistic education.
The 2024โ2028 phase of the EAC Programme focuses on five priority countries: Chad, Kenya, Mauritania, Pakistan, and Uganda. Over four years, it aims to reduce the education gap for over 220,000 out-of-school refugee children by improving their access to equitable, quality, and safe primary education. Building on previous programme cycles that reached more than 1.6 million displaced learners, this phase introduces innovative, context-specific strategies tailored to each countryโs unique challenges.
The EAC Programme is structured around four key outcomes: increasing access to inclusive learning opportunities, improving the quality of education, enhancing the well-being of refugee learners, and strengthening national education systems to better include refugees. Sustainability is a core focus, with strong advocacy efforts and collaboration with Ministries of Education to foster supportive policy environments. Community engagement in education management and capacity-building at both local and national levels are central to delivering quality education effectively.
Strategic partnerships with national and sub-national governments, international and local NGOs, UN agencies, and community-based organizations are vital to ensure coordinated and context-specific responsive education services. The EAC Programme is managed under a unified framework, coordinated by UNHCR Headquartersโ Basic Education and Private Sector Partnerships (PSP) teams.
These teams work closely with Education Focal Points and programme staff in each participating country to ensure consistency in planning, implementation, monitoring, evaluation, and reporting across the five countries. While the programme follows a unified coordination model, daily implementation and oversight are led by country teams in collaboration with education partners and stakeholders. Local Education Focal Points and implementing partners are best positioned to adapt the programme to emerging needs within the framework of the EAC.
Given the scale of the initiativeโspanning five countries over four yearsโstrategic alignment in programme design and harmonized approach in knowledge management and reporting allows implementing countries to share knowledge and best practices, adopt common monitoring and evaluation systems, and strengthen accountability to both refugee communities and donors.
Purpose and Scope of Assignment
The Associate Education Officer - Knowledge Management and Reporting (KNR) will support the effective implementation of basic education programs by ensuring robust knowledge management, facilitating continuous learning, and contributing to reporting. The role involves close collaboration with UNHCR teams, implementing partners, and stakeholders to enhance the projectโs impact through improved data utilization, documentation, and dissemination of best practices.
Key Tasks:
Knowledge Management
โข Develop and maintain systems and tools to collect, organize, and store education-related knowledge (e.g., best practices, lessons learned, case studies, research).
โข Coordinate the synthesis and documentation of field experiences and innovations in refugee education.
โข Facilitate knowledge sharing across country operations, regional bureaus, and global teams to support learning and replication of effective practices.
Reporting
โข Work closely with the education sectionโs data and evidence unit on data feasibility, quality standards, and collection tools, analysis, interpretation, and use for decision-making and learning.
โข Work with the Education Officer - Monitoring, Evaluation and Learning (MEL) to prepare timely, accurate, and high-quality education reports (donor reports, internal updates, and public communications).
โข Ensure education data (quantitative and qualitative) is analyzed and presented effectively to inform planning, decision-making, and accountability.
โข Develop templates and guidelines for consistent and effective reporting across the project.
Data Management and Analysis
โข Work closely with education, information management, and MEAL (monitoring, evaluation, accountability, learning) teams to ensure reliable and consistent data collection.
โข Produce data visualizations and dashboards to facilitate understanding and communication of project results.
โข Contribute to the design of education assessments, surveys, and evaluations.
โข Analyze trends and progress against key performance indicators and targets.
โข Work with the MEL Officer to ensure the documentation and dissemination of evaluation findings and lessons learned.
Communication and Dissemination
โข Liaise with internal and external stakeholders, including UN agencies, NGOs, and, under the guidance of UNHCR Country Operations, Ministries of Education, to share findings and strengthen coordination.
โข Support the effective dissemination of project outcomes and lessons learned to internal and external audiences.
โข Contribute to advocacy materials and strategic communications that highlight the impact of education programmes
โข Coordinate the development of communication materials, including newsletters, case studies, and success stories.
โข Assist in managing the teamโs online presence, including updating relevant web pages and social media content.
โข Promote the projectโs achievements and impact through social media platforms and events.
โข Organize and participate in events, webinars, and conferences to showcase project results and share knowledge with broader audiences.
Continuous Improvement
โข Implement feedback mechanisms to improve knowledge management and reporting processes.
โข Continuously seek opportunities to enhance the learning and knowledge-sharing culture within the project.
โข Document and disseminate best practices and lessons learned to inform future projects.
Qualifications and Experience
a. Education
โข University degree in Education, Social Sciences, Information Management, International Development, Communications, or a related field.
b. Work Experience
โข Minimum of 3 years of relevant professional experience in knowledge management, learning communities, reporting, and communications, preferably within an international organization or NGO. 3 years relevant experience with a graduate degree; or 2 years relevant experience with a Masterโs or equivalent.
โข Experience in data management, analysis, and reporting.
โข Familiarity with monitoring and evaluation practices.
โข Proven experience in managing social media platforms and organizing events.
โข Proven experience in designing and implementing online learning, including webinars and communities of practice.

โข Understanding global and regional education policies, standards, and frameworks.
โข Excellent communication and writing skills.
โข Proficiency in data visualization tools and techniques.

โข Fluency in English; knowledge of French is an asset.

Type of contract: UNOPS Individual Contractor Agreement
Duration: The assignment is expected to start as soon as possible and last until 31 December 2026.
UNOPS Individual Contractor Agreement contracts are issued on a calendar-year basis.
