Associate CCCM Cluster Coordination Officer

Organizational Setting and Work Relationships
The Associate CCCM Cluster Coordination Officer (Camp Coordination and Camp Management) supports UNHCR to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The position reinforces the CCCM Cluster by supporting the daily responsibilities of the Cluster Coordinator.
The Associate CCCM Cluster Coordination Officer is expected to facilitate the work of the CCCM Cluster through the provision of organization and reporting; and to impartially represent the interests of the members of the CCCM Cluster. This includes the provision of active support, as applicable, to sub-clusters or working groups of the Cluster which may be coordinated by other Agencies. As a result, the incumbent supports an inter-agency team in an environment that requires high standards of accountability, facilitation, negotiation and conflict resolution skills, in which respect the principles of partnership and collaboration are essential. Where appropriate, the incumbent organises and leads sub-national CCCM cluster coordination in line with National CCCM Cluster strategy and guidance.
The incumbent is normally supervised by (Senior) Cluster Coordination Officer or Head of the Office.

Duties
- Provide CCCM Cluster Coordination support by organising meetings, ensuring that the meetings and other events calendar of the Cluster is updated on regular basis.
- Make data available to allow developing and designing various cluster related documents and tools.
- Proper archive all CCCM strategic data and documents and act as the focal point to make the CCCM strategic documents updated and accessible to the cluster members.
- Establish strong working relationships with all cluster members in order to facilitate effective collaboration and communication.
- Support conducting CCCM Cluster coordinated needs assessments indicatives, including participatory assessments and regular gap analysis.
- Ensure the timely access of the CCCM members to the CCCM analyses and work with the members to create a comprehensive assessment directory.
- Involve the cluster members to conduct an exhaustive mapping exercise for all on-going relevant needs assessments and gap analysis.
- Assist in delivering CCCM and/or CM training activities for CCCM Cluster members, other local partners, and relevant authorities.
- Provide logistical support to the capacity development initiatives in terms of organising venues, developing the lists of participants and ensuring that the other relevant logistical and administrative requirements are met.
- Provide timely feedback on the progress reports for the CCCM related Humanitarian Polled Fund (HPF) projects and other activities.
- Deliver reporting requirement of the CCCM on timely basis.
- Support the Cluster Chair Coordinator in developing and/or improving information management within the cluster, including the development of standardized databases which can be used to capture relevant information for monitoring and planning purposes.
- Contribute to preparation of reports and advocacy statements on behalf of the CCCM Cluster.
- Represent the CCCM Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors when needed.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Occupational Safety and Health Considerations:

The security situation in South Sudan though generally stable, remains fragile and fluid in complex and unpredictable environment and is characterized by low intensity and localized armed conflict in some areas, high levels of crime across the country, inter/intra communal conflict over a diverse range of issues including cattle raids, competition for resources and revenge attacks and regular civil unrest in refugee and IDP operations and host community. These challenges continue directly and indirectly impact on UNHCR operations. The signing of the Revitalized Agreement of the Resolution of Conflict in South Sudan in September 2018 represented an important milestone for the country. The ceasefire is holding in many areas of the country except in some few locations where localized and low intensity armed conflict continues to impact on security situation. Many areas in the country are also affected by season flooding which has also displaced significant number of people.

The security level in South Sudan is assessed as substantial (security level 4) in all areas.

SRM measures in place: UN curfew is in force across the country, timing differs from one SRM Area to another. UN curfew is from 19:00 to 05:00 in Juba.

International personnel must request and receive security clearance for official and non-official travel.

International personnel on mission must stay in either a UN facility or UN approved commercial lodging for staff members.

Safe and Secure Approaches in Field Environment (SSAFE) to be conducted in areas with HIGH Risk level and above.

All international and national personnel must be issued with Personal Protective Equipment (PPE) and VHF radios.

Nature of Position:

The Protection Cluster in South Sudan is one of the largest and most complex protection cluster globally with the humanitarian crisis entering its eighth year. With over 180,000 IDPs, less than 10 percent are hosted within the protection of civilian sites located within the peacekeeping mission base across the country. Majority of IDPs reside in informal settlements and within host communities. The PC in South Sudan is led by UNHCR and co-led by NRC with over 150 international and national cluster members.

The Associate CCCM Cluster Coordination Officer will directly report to the Head of Field Office in FO Malakal. The incumbent will be supervising the CCCM/field staff and will be leading the CCCM program of FO Malakal and co-chairing the state level CCCM cluster working closely with national CCCM cluster.

Living and Working Conditions:

UNHCR FO Malakal was established in 2005 after the signing of the Comprehensive Peace Agreement (CPA) between the North and South Sudan in Kenya. Following the downgrading of sub-office Malakal to the field office in 2013, the Field Office has been supporting IDP, IDP and refugee returnee protection programs through protection leadership, protection monitoring, emergency response, peaceful coexisting community support projects, protection needs assessments and response in 9 counties of Upper Nile State and 2 counties of Jonglei state.

Upper Nile and Jonglei states have been the scene of intercommunal conflicts and flooding which has resulted in large displacements across the state. Moreover, FO Malakal has been dealing with the influx of returnees and asylum seekers from Sudan following the eruption of internal flighting in Sudan and influx of returnees from Ethiopia following deterioration of security situation around camps in Gambela region of Ethiopia and food distribution challenges in the refugee camps in Gambela.

The UNHCR office and accommodation are located within the UNMISS compound in Malakal. The movement from the capital Juba to Malakal and vice versa is by plane (UNHAS and UNMISS). Missions to counties outside Malakal are mainly conducted by boat due to inaccessibility by road because of rains/floods and lack of proper roads. Only limited locations are accessible by road.

FO Malakal is classified as an 'E' non-family duty station in a culturally sensitive setting with poor educational, health and leisure facilities. It is classified as a Security Level IV with a UN-imposed curfew after dark hours due to security risks.

During the rainy season (April-November), it is recommended for staff members to have gum boots (for field missions outside Malakal), raincoats and mosquito repellents.

There are several airlines flying from most destinations to Juba via Dubai, Nairobi, Addis Ababa, Istanbul, Cairo or Entebbe. Travel to field offices in South Sudan are handled by UN humanitarian flights. Currently there are three UNHAS flights per week between Malakal and Juba.

Staff can open USD bank accounts in South Sudan and only high US Dollar bills i.e. US$50 and US$100 are accepted for foreign currency exchange transactions. South Sudan bank notes exist in denominations of 1, 5, 10, 20, 25, 50, 100, 500 and 1000 South Sudanese Pounds. Foreign exchange transactions can be done at any commercial bank in a safe and secure location. There are very few ATMs and credit card facilities in Juba, South Sudan to draw USD (max $500 per 24hours). Currently, there is no banking facilities nor ATM in Malakal town.
