Assistant Reporting Officer

Organizational Setting and Work Relationships
General guidance and support are received from the External Relations Officer. Guidance may also be given by the various specialised units in the office.

Within UNHCR: Close contacts with sections to gather and analyse information.

With EXTERNAL Parties: implementing partners and UN agencies to gather analyse and disseminate information about UNHCR activity information.

Impact of Work: Accurate and well-presented information will promote UNHCR action for refugees, contribute to good decision making, and help for fund raising.
Errors can lead to inappropriate action, and impact negatively on UNHCR's image and affect funding raising efforts.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Keep abreast with developments in the area of responsibility to prepare appropriate briefings and reports.
- Assist in collecting and drafting the required information for the production and dissemination of regular updates for internal and/or external distribution.
- Assist in organising donor briefings and the coordination of inter-agency meetings.
- Assist in maintaining working relationships with the Government, NGOs, and UN agencies.
- Draft and disseminate minutes of the meetings that are held periodically in the duty station.
- Accompany visitors and colleagues on monitoring missions to refugee sites giving appropriate briefing, commentaries and prepare briefing material for visitors.
- Draft updates, donor reports, background notes, briefing notes, press reports, etc.
- Produce reports on UNHCR activities.
- Liaise with external partners on behalf of UNHCR.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level
For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree

Desired Candidate Profile Nature of the Position:

Wadi Halfa hosts some 25,000 IDPs and 4, 000 refugees while the overall headcount of IDPs in Northern state has reached 362, 516. UNHCR in Wadi Halfa respond to the IDP and refugeesโ€™ situations forcefully displaced from conflict affected states to Northen State. The Assistant Reporting Officer will be under direct supervision of the Head of Wadi Halfa Field Office and receive technical guidance from External Relation Officer in Port Sudan and various sections within Wadi Halfa. The incumbent maintains close contact with Protection, Field, Site Management, Program, Admin, and other sections to gather information, draft, and produce quality periodic reports on UNHCRโ€™s response in Wadi Halfa and other localities within the Northern State. The incumbent also supports in taking minutes of strategic meetings, draft talking points/key messages, and archive key notes as required. With external stakeholders, she/he maintains close contact with UNHCR implementing partners, operational partners, UN agencies, private sector, IDPs, refugees, and host community to gather, analyse, and disseminate information about UNHCRโ€™s protection and assistance services to forcefully displaced population. The incumbent monitors UNHCRโ€™s and its donorโ€™s visibility in all UNHCR funded projects and assist partners to ensure compliance. She/he will work to disseminate accurate and well-presented information about UNHCRโ€™s response for refugees, IDSs, and host community to inform evidence-based programming. She/he undertakes regular field visits to other localities within Northerns state.

Duties:

- Ensure adequate visibility for UNHCR and its donors in the area of responsibility in compliance with the relevant guidelines.
- Collect and provide regular communication content to the External Relations team.

Desired Candidate Profile:

Given the context, the ideal candidate would have previous experience of working in hardship field locations and post emergency operations, in a non-camp setting with demonstrable skills in gathering information/data, analysing facts, drafting quality report, drafting key messages/taking points, and presentation. Knowledge of taking key photograph, working with drones, and conducting interview with various profile of clients is an added advantage. Knowledge of Arabic language is an asset. She/he requires to demonstrate sound cultural sensitivity, good team spirt, resect to diversity, coordination while demonstrating flexibility to handle conflicting priorities including multiple filed trips to other localities within the Northern State.

Living and working conditions:

Wadi Halfa is located some 1,400 KMs from Port Sudan, where the current UNHCR Representation office is operating. Transport time from Port Sudan to Wadi Halfa takes two days road travel. There is a monthly shuttle from Wadi Halfa to Port Sudan, and staff member going on leave, should coordinate with admin. The office organizes transport for field trips to other localities to undertake official operational duties. Transportation to Dongola, the state capital, takes 6 to 8 hours. UNHCR in Wadi Halfa has an office and gust house with limited spaces for internationally recruited staff and national staff are expected to rent apartment in Wadi Halfa town. Although Zain mobile phone network coverage is unstable sometimes, internet connectivity is available in UNHCR office. HF radio communication system is in place in case of emergency.
