Setting and ReportingThis position is located in the Automated System for Customs Data (ASYCUDA) Programme in the Division on Technology and Logistics (DTL) of the United Nations Trade and Development (UNCTAD) in Afghanistan. The incumbent reports to the ASYCUDA Regional Coordinator for Europe and Central Asia. ResponsibilitiesUnder the supervision of the ASYCUDA Regional Coordinator for Europe and Central Asia, the Assistant Programme Management Officer will be responsible for the following duties: โข Carries out basic research on selected aspects of programmes, operations and other activities, related to customs administration, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources. โข Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends in customs automation. โข Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โข Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies. โข Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. โข Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. โข Participates in field missions, including provision of substantive and administrative support, data collection, etc. โข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, etc.). โข Performs other duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in business administration, management, economics, environment studies, sustainable development or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of one year of progressively responsible experience in project/programme management, administration or related area, including in digitalization of customs procedures, is required. Experience working in an automated customs environment is required. Experience in supporting United Nations or similar international organization technical cooperation programmes related to customs and international trade digitilization is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Dari and Pashto are desirable.
