Standard Job DescriptionAssistant Human Resources Officer Organizational Setting and Work Relationships Assistant Human Resources Officer will function under direct supervision of the (Senior) Administrative or Human Resources Officer. Incumbent will handle HR related activities within the country/ operation, and he/she may directly supervise, coach and guide locally recruited staff responsible for the personnel administration and other HR related matters. He/she will assist the (Senior) Officer responsible for Administration/ Human Resources in the process of staffing and budget reviews, recruitment and appointment of staff, and in the performance management and staff welfare issues. Incumbent will have close working relationship with the staff-related services in UNHCR, such as the Personnel Administration Section (PAS), Affiliate Partnerships and Recruitment Section (APRS). Assignments Management Section (AMS), Talent Development and Performance Section (TDPS), Staff Health & Wellbeing Service (SHWS) and Global Learning and Development Centre (GLDC). All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Provide input in the preparation of the annual operations programme review submissions, and in the review of the training needs of the staff, making appropriate proposals to meet identified needs. - Advise and counsel staff members on their rights, obligations, benefits and entitlements in line with UN/UNHCR staff rules and regulations. - Assist in timely advertising and filling of General Service and National Officer vacancies. Prepare submissions for the review by the local Assignments Committee (AC). Process recruitment, assignment and reassignment of local staff for the country operation, in accordance with UN/UNHCR rules and procedures. - Conduct regular audit and verification of personnel records in the office, including audit of MSRP entries into HR module, as well as of the attendance, overtime and leave records. Monitor maintenance of the daily tracking system to ensure accurate information is provided on staff and families in case of emergency. Provide support, guidance and training to all staff performing personnel administration and other HR related functions. - Brief newly-arrived international staff on related administrative formalities; process and follow up on their accreditations and other related documents, and arrange for their onward travel to the field office, if applicable. - Supervise administration of UNHCR medical insurance plan for locally recruited staff. Assist staff and dependants in case of medical evacuation. - Assist in HR related activities of the security evacuation plan, ensuring relocations/evacuations are managed and administered in line with the provisions of the UN Security Management System Policy. - Maintain liaison with the support sections and divisions at headquarters, specifically with DHRM, on matters related to the recruitment and personnel administration support, medical and other issues of staff welfare and safety. - Enforce local compliance with the UN/UNHCR staff rules and regulations, as well as with the performance management system. - Clear issuance and extension of contracts for locally recruited staff. - Clear payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree Field(s) of Education Human Resources Management; Law; Administration; or other relevant field. Desired Candidate ProfileFor this particular role, the incumbent will facilitate organization-wide outreach for external vacancies and promote hard-to-fill jobs as well as other opportunities through various platforms to attract the talent UNHCR needs, in particular women, nationals from under-represented countries and persons with disabilities. In that regard, the ideal candidate has proven experience in conducting recruitment outreach campaigns, articulating an organizationโ€™s employer value proposition, creating compelling content and posting those on social media (LinkedIn, Twitter, etc.) platforms and job boards. Experience using computer graphic design tools such as Canva, Adobe Photoshop or similar is considered a strong asset.

The responsibilities are below:

1. Assist in organizing outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without distinction on the grounds of race, color, sex, national origin, age, religion, disability, sexual orientation and gender identity.
2. Lead and ensure the effectiveness of talent outreach and sourcing initiatives by partnering with both internal and external stakeholder, to set targeted timelines, and provide advice on outreach strategy, such as networking, and the use of social platforms (LinkedIn), job boards, outreach missions, webinars and monthly newsletters.
3. Promote the use of best practice candidate-sourcing techniques, advise recruiting managers on outreach strategy, and conduct seminars and other outreach events with counterparts from Member States to seek and attract potential candidates.
4. Review, analyse and design advertised TORs to enhance talent outreach.
5. Analyse, monitor and update outreach metrics and prepare periodic reports identify trends and recommend actions related to outreach efforts and support the recruitment metrics.
6. Promote UNHCR as an employer of choice by carrying out impactful and targeted activities such as recruitment missions, job fairs, and presentations at various forums. Participate in and lead working groups in the above areas and keep up-to-date on best practices and contribute to the review of existing policies, procedures and practices related to recruitment and outreach.
7. Conduct training and prepare the outreach related promotional/information materials as required.
8. Provide day-to-day oversight/guidance to interns and junior team members.
9. Support the design and implementation of talent outreach campaigns aimed at women, nationals of less-represented donor states, and diverse applicants such as persons with disabilities, niche professionals and other areas
10. Facilitate monthly Talent Outreach Webinars for external audiences
11. Create UNHCR`s periodical Talent Outreach Newsletter
12. Coordinate UNHCR's participation in career fairs to attract outstanding talent
13. Liaise with HR practitioners across the globe to support them in conducting targeted outreach campaigns in their respective regions including but not limited to targeted demographics
14. Collaborate with internal and external stakeholders to assist in the design of campaigns to support UNHCR as an employer of choice
15. Support capacity building initiatives to equip HR practitioners to leverage social media and other tools to identify, engage and attract qualified applicant
16. Liaise with internal stakeholders in Recruitment, Workforce Planning and Vacancy Management to identify hard-to-recruit areas focused on acquisition of external talent. Position until the end of the year.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
