Assistant Finance Officer

Organizational Setting and Work Relationships
The Assistant Finance Officer provides technical support with the processing of financial transactions, and monitors compliance with UNHCR and UN Financial Regulations and Rules.

In operations that do not have a Project Control Officer at Country or Multi-Country level the Assistant Finance Officer must also perform oversight responsibilities with regard to the execution of projects.

The incumbent directly supervises general service staff.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Contribute to the assessment of budgetary needs for administrative budgets (ABOD); monitor and control ABOD expenditure in the office.
- Analyze, evaluate and control disbursements/receipts, as well as expenditure variances against approved budgets.
- Review vouchers, including ABOD and project disbursements.
- Propose monthly cash requirements for the office, and ensure adequate and timely replenishments of funds;
- Contribute to the preparation and processing of monthly accounts.
- Provide financial status reports to supervisors.
- Analyze and evaluate financial reports within the area of responsibility on a regular basis.
- Maintain relationships with local bank at the transactional level.
- Ensure that payments are effectuated by the monthly deadline.
- Ensure that monthly accounts are correct and approved, and ensure timely monthly bank reconciliations, including open items, review and clearance of unwanted requisitions and PO balances.
- Conduct regular checks of petty cash and cash accounts.
- Verify that all financial transactions are correct and in accordance with UNHCR rules and procedures.
- Prepare office-level financial expenditure reports submitted to the Regional Bureau or Headquarters.
- Approve vouchers, including ABOD and project disbursements.
- Perform other related duties as required.

Minimum Qualifications
Years of Experience / Degree Level
For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree

Desired Candidate Profile Operational context:
The area of responsibility of UNHCR Sub-Office Duhok includes Duhok Governorate and Zakho Independent Administration in the Kurdistan Region of Iraq (KR-I), which host approximately 90,000 refugees/asylum seekers. Out of the total, 93 per cent are from Syria, with also some Turkish (6 per cent) and Iranian (less than 1 per cent) nationals. Additionally, the region hosts some 330,000 IDPs, primarily Ezidis, who were displaced in 2014 because of Daโ€™esh operations in Ninewa. Over 60% of refugees reside in 4 camps and one transit facility, while 40% of the IDPs reside in 15 camps; others reside in urban/peri-urban areas throughout the region The overall protection environment is largely favorable. As the displacement situation is becoming increasingly protracted, UNHCR in Iraq, as part of the broader UN efforts, is currently transitioning from a humanitarian response towards longer-term development and inclusion of refugees and IDPs in Government service provision and plans. In this endeavour, UNHCR continues to lead the refugee response, and with the transition of the IDP response and cluster architecture in Iraq, has taken the lead in coordinating the management of IDP camps in KR-I and will continue to focus on access to civil documentation for in and out-of-camp IDPs.
UNHCR Sub-Office Duhok counts some 80 staff members. The incumbent reports to the Head of Sub-Office who defines work objectives and provides regular advice and guidance, with functional supervision/ guidance provided by the Snr. Admin Officer at country level in Baghdad. S/he oversees the admin/finance unit (including administrative oversight of ICT and transport functions), which is composed of 13 national staff members (regular and affiliate workforce), with diverse experiences and backgrounds. 3 of them are under his/her direct supervision. The staff operates both at the main Office in Duhok and in 3 Registration Centres (Domiz, Gawilan, Akre), as well as a Repatriation Centre located at the border with Northeast Syria (Derabon). The Assistant Finance officer is tasked with the overall administrative management of these sites.
UNHCR Sub Office Duhok has an administrative budget of approximately USD 800,000 per year, apportioned for contractual services, official travel, asset purchase, management of office premises, common UN services and other miscellaneous expenses. The Office makes roughly 900 transactions a year, involving primarily Monthly Payment Advice (MPA), travel related payments, payments to suppliers/contractual services, among others. The office also performs various reconciliations such as accounts receivables, bank, petty cash and cash account.
The incumbent will be responsible for ABOD planning and appropriate implementation of the budget, ensure timely and accurate month and year-end closure of accounts are submitted to headquarters as per prescribed deadlines. S/he will be required to coordinate with other admin/finance officers from sister agencies within the office compound in Duhok, to address issues of common interest. S/he will also need to establish a good relationship with the bank personnel to mitigate problems that can occur from time to time as necessary. S/he should be an approachable colleague as staff may approach for advice on various issues facing them.

Desired candidate profile:
The candidate should have solid understanding of financial management and well-developed administration skills with detailed knowledge of UN/UNHCR financial rules, regulations, and processes. S/he should have experience working with PeopleSoft/Oracle Financial and knowledge of HR modules in Workday. S/he should have at least one year experience working in an intergovernmental organization (United Nations or similar organization). The candidate should have strong managerial and interpersonal skills including experience in collaboration with external stakeholders such as banks, vendors, and local authorities. S/he will also be a member of OMT finance working group. S/he should have experience in supervising staff, and in performing staff evaluation. The incumbent should have the experience and ability to undertake capacity building for staff under his/her supervision, whenever required. S/he should be a good team leader and should have the ability to lead a team of staff from multi-cultural and multi-ethnic backgrounds. S/he should have the ability to work under pressure in a harsh environment, multi-task, ability to adapt easily to different operational changes and shift in priorities, with excellent drafting and strong communication skills. S/he should be willing to work long hours when required to meet set deadlines. Professional qualification in accounting or finance (CPA/CIA) or equivalent is an added advantage.
