Background:
The purpose of Area Support Manager position is to provide sufficient support to relevant program in area level and sub-offices. The position leads and provides support to the Support units while making sure that staff comply with NRC and donor guidelines. The position shall lead all support related matters in NRC South Sudan, North Area Office. ย The Support Manager will ensure that all support functions are providing high quality and efficient support for programme implementation.
The Area Support Manager plays a strategic and operational role in ensuring that all support functions such as finance, human resources, logistics/procurement, administration, and ICT run efficiently across the area office and its sub-offices. This position serves as a key link between programme implementation teams and support departments, enabling quality, timely, and compliant delivery of NRCโs projects to affected populations.ย
What you will do:
Key objectives for this role include:
Line management responsibilities for directly reporting staff Finance, HR & Admin, Logistics and ICT. This includes the Performance management process, setting clear goals aligned to area strategy and priorities, and to follow up and support staffโs achievement.ย
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
Facilitate the Area Office support functionsโ strategic input to the development of the Country Strategy and Plan of Actionย
Provide input on operational support in proposal development, and coordinate and align operational support with programme plans
Responsible for ensuring quality support to project implementation.
Facilitate the Master Budget, area level budgets and BPO development, including assess and monitor costs and resource allocation needs
Responsible for the strategic development of Area level structures, technical systems, human resource capacity and allocation
Responsible for development of new area specific technical SOPs, guidelines and tools
Responsible for organisational learning related to programme support
Responsible for technical capacity building of support staffย
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and proceduresย

Specific Responsibilities:
Budget Monitoring (Monthly BVA Meeting)/ Support cost budget holders
Ensure monthly BVAโs are conducted to enable the budget holders track the level of spend against budget
Support budget holders in taking decisions related to budget realignment while ensuring compliance with donor rules and regulations
Support budget holders in providing financial details to know if there is need to request an NCE or not, especially if level of spend is low against implementation period
Capacity Building:
Train budget holders and non-budget holders in financial management responsibilities and the use of NRC internal tools (NRC internal budgeting tools, Budget monitoring tools, (BVA, BPO), financial policies, procedures, and best practicesย
Strengthen the financial management capacity within the area, promoting accountability and transparency.
Financial Reporting:
Work closely with finance teams to collect and consolidate financial data at Area office specific projects
Coordinate and ensure timely and accurate financial reporting to stakeholdersโ donors
Analyse the financial reports to identify trends, variances, and areas of concern or improvement and provide detailed justification before submission to the donorย
Budgeting and Planning:
Collaborate with finance teams to develop budgets for specific projects or programs within the area.
Prepare and manage budgets for the area, ensuring alignment with program goals and donor requirements.
Provide input insights to Finance team and enhance the accuracy and relevance of the budgeting processes
Cash Flow Management: Consolidate cash flow forecast from different CCs to ensure sufficient liquidity is available to support smooth program implementationย
Compliance and Risk Management.
Ensure compliance with local financial regulations and laws.
Collaborate with finance teams to address any potential risks or issues related to financial management
Implement and monitor internal controls to safeguard financial assets and prevent irregularities
Donor Compliance /Grant Management:
Assist in the preparation of financial proposals for grants and funding opportunities, GOM, PRM, GCM.
Monitor the financial aspects of grants, ensuring compliance with donor requirements.
Work closely with Area program manager to align area specific financial reporting with programmatic outcomes.
Audit Coordination:
Support the finance team during area office project specific audit or quarterly financial verifications.
Implement audit recommendations and ensure corrective actions are taken.
Follow up with the finance team to Maintain accurate and organized financial records for audit purposes.
Communication and Coordination:
Facilitate communication between the finance teams, Area program team and country office team.
Serve as a liaison between the finance team and key AMT meetings providing up to date financial information to help in decision making

Other responsibilities:ย
Responsible for corruption mapping and mitigation practices and procedures in the programme.
Ensure adequate and fit-for-purpose support strategy rooted in staff capacity development.
Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff.

What you will bring:
University degree in Finance, Accounting, Business Administration, Management, or related field is required.
Minimum 4 years of experience in a senior management position in a humanitarian/ recovery context
Proficient in financial systems and software (e.g., Agresso, QuickBooks, or similar ERP systems).
Strong understanding of donor compliance, audit requirements, and internal control systems.
Demonstrated experience in managing HR processes, including recruitment, performance management, staff development, HR record keeping and employee relations.
Strong grasp of national labor laws and organizational HR policies and procedures.
Experience working in complex and volatile contexts
Allocation of resources and costs expertise
Documented results related to the positionโs responsibilities
Knowledge of own leadership skills/profileย
Fluency in English, both written and verbalย
Knowledge of cash-based interventions and market-based programmes
