What you will do
The Area Programme Manager is responsible for implementing integrated programmes and representing NRC at coordination forums, as delegated by the Area Manager.ย The Area Programme Manager will be a member of the Area Management Group.ย
Key responsibilities
Responsible for area-specific inputs to local strategies, including contingency plans and emergency plans.Contribute to planning and implementation of needs assessments, with Core Competency Specialists, including for new areas of operation to ensure development of evidence-based programming in North-Eastern Ukraine.Actively participate in the scale up of North-East area office, including through the recruitment and onboarding of the key staff under his/her supervision.Identifying funding opportunities and develop funding strategy and forecasts.ย Responsible for holistic and integrated programme implementation, taking into consideration quality, cost efficiency, and targeting beneficiaries most in need.ย Contribute to sustainable programming and co-implementation and/or transition of implementation to partner organizations in the area. Coordinate with project partners at area level, develop qualitative analysis of the ongoing partnerships and propose new partnerships when relevant.Responsible for compliance to donor standards NRC policies, guidelines and procedures.Grant management, BPO allocations in the area and regular reporting to donors in Area.Ensure compliance with contractual commitments, extracting and implementing key learnings from project implementation.Line management of Core Competency project managers, MEL Coordinator, Emergency Response Coordinator and Partnership Coordinator and responsible for their capacity building.Representation in Area level sectorial coordination, clusters and/or working groups.What you will bring
Minimum 4 yearsโ experience from a management position in a humanitarian/ recovery context as well as complex and volatile contexts.Core competency/multi-sectoral expertise, with capacity to lead needs assessments.Experienced in programme establishment, integrated programming and partnerships management.Strong people management experience, coaching and capacity strengthening.Experienced in representation and coordination with key stakeholders demonstrating a diplomatic approach.Knowledge of the context in Ukraine,ย Excellent communication, interpersonal and reporting skills, both written and oral.Fluency in English, both written and verbal. Knowledge of the local language would be preferable.ย What you will bring
Minimum 5 years of experience working in liaison roles.Experienced with humanitarian protection programmes and humanitarian policy and advocacy.ย Proven track record of developing and implementing successful engagement strategies and risk assessments with governmental stakeholders.Good understanding of humanitarian action with comprehensive understanding of the political and humanitarian context in Ukraine and in-depth knowledge of government structures, sub-national authorities.Familiarity with regulatory and policy activities related to resilience building, recovery, and development.Strong experience in coordinating with relevant government institutions and fostering effective partnerships.Proven ability to respond to inquiries from government officials, providing accurate and timely information.Active involvement in work groups, meetings, conferences, and consultations on development and emergency relief-related matters.Excellent leadership, communication, presentation, and negotiation skills.Experience from working in complex and volatile contexts.Fluency in English, Ukrainian, both written and verbal.Knowledge of Russian language is an advantage.Download the detailed job description hereย to learn more about the position.
