JOB CONTEXT:
HI established operations in Sudan in early 2024, technically, financially and operationally supporting a Sudanese NGO.  Managed remotely, this first phase focused on early physical and functional rehabilitation psychosocial support, and inclusive humanitarian action (IHA) in Gedaref State. Following HI\u2019s registration with the Sudanese Agency for Relief and Humanitarian Operations (SARHO) in December 2024, HI deployed an opening mission to West Darfur.  HI has since begun direct activities, including distributing hygiene kits for families with acutely malnourished children and to health facilities, cash for food activities, whilst laying foundations for integrated disability inclusion In October 2025, HI renewed its registration from Humanitarian Aid Commission (HAC), which allowed us to open an office and conduct operations in Jazeera. This intervention focuses on physical rehabilitation (including stimulation therapy for children under 5) and IHA.

YOUR MISSION:
The role of the Area HAS Manager is to help implement procedures and define an appropriate security strategy for staff, and to develop the security aspects of HI\u2019s strategy for accessing vulnerable populations in his/her intervention area.

The Area HAS Manager comes under the authority of the Area Manager.

Based on the funding opportunities, the Area HAS Manager is expected to recruit a HAS Officer at local level and train him/her alongside other colleagues.

 

Mission 1: MANAGEMENT

\u00b7       An exemplary manager: embodies HI\u2019s values on a daily basis and is a role model;

\u00b7       A manager who conveys meaning: understands the strategy, clarifies it, translates it into operational objectives for his/her team, drives the changes required. Gives purpose to each managerial act. Fosters the inter- and intra-divisional exchange of practices. Encourages innovation and risk taking;

\u00b7       Manager/administrator: organises the operational management of his/her team, structures work around the processes identified, oversees performance, and facilitates problem solving;

\u00b7       No. 1 HR Manager: contributes to the development of his/her team members, creates the conditions for their commitment, professionalism and dedication to HI. Ensures compliance with the code of conduct and institutional policies, the mindset, and the individual and group behavior expected.

 

Mission 2: STANDARDS AND EXPERTISE

\u00b7       Helps develop, update and implement HI\u2019s security system in the zone (procedures, documents and tools);

\u00b7       Helps implement HI\u2019s safety and security policy, operational guide and new safety guidelines issued by headquarters;

\u00b7       Develops a learning system based on the experiences gained and the lessons learnt in the country or area;

\u00b7       Under the coordination of the Area Manager, helps draft, revise and implement the operational strategy (StratOp) as part of his/her responsibilities.

 

Mission 3: OPERATIONAL IMPLEMENTATION

Responsibility 3-1: Context monitoring, strengthening acceptance in the programme\u2019s intervention areas, and humanitarian access

\u00b7       Continuously monitors and analyses developments in the local, national and regional humanitarian context and the actors involved, identifies obstacles to access and opportunities for improvement;

\u00b7       Develops the network of programme contacts by fostering the diversification of information sources and learning the most from the information provided by key contacts;

\u00b7       Suggests the necessary adjustments to HI\u2019s operating procedures in order to boost the

extent to which the organisation is accepted in the various intervention areas.

\u00b7       Provides a map of the areas concerned based on mapping and spatial-visualisation tools;

\u00b7       Supports the Country Director and Area Manager with the development of the programme\u2019s access strategy, and helps implement it, which includes:

o   making contact and holding humanitarian negotiations with authorities and key actors;

o   preparing fact-finding visits and opening new intervention areas.

 

Responsibility 3-2: Operational security management

\u00b7       Produces security analyses and recommendations;

\u00b7       With Project Managers and Area Manager, helps identify HI activities that are at risk and suggests any necessary risk-mitigation measures;

\u00b7       Helps plan operations and define the resulting security framework;

\u00b7       Provides advice and guidance on evolving security risks, necessary resources, security frameworks and documents, strategies, and shares best practices for the safe and secure management of HI activities in the zone, including the necessary inputs to define future project proposals;

\u00b7       Conducts regular field visits for the purposes of security assessments, and to support provincial offices;

\u00b7       Ensures the proper internal coordination of all security-related matters, with particular regard to the safety aspects of operations and logistics;

\u00b7       Helps manage incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learnt, framework adjusting etc;

\u00b7       Assumes an alert role for the Area Manager and acts as \u2018check and balance\u2019 for the monitoring and management of security.

 

Responsibility 3-3: Capacity building and training courses on security and humanitarian access

\u00b7       Helps assess the training needs of HI staff on the programme and supports the implementation of a HAS training plan (including internal and external training courses: Hostile Environment Awareness Training, Security Management, Humanitarian Negotiations etc.);

\u00b7       Helps with the ongoing training and skills development of security staff;

\u00b7       Develops the safety culture within teams;

\u00b7       Provides security briefings for new starters and helps with their induction;

\u00b7       Produces regular security updates for country/zone staff;

\u00b7       Promotes internal coordination with all the services concerned (sharing information, joint meetings etc.).

Requirements

YOUR PROFILE:

At least 3 years of experience managing security in highly volatile and remote environments, with preferred experience in Sahel region;Willingness to travel to sensitive and remote areas within Eastern Sudan;Emotional capacity to work under unstable security situation;Strong communication and negotiation skills, with capacity to produce clear and timely reports.
