Context

IOMโ€™s Finance and Accounting Division (FAD) is responsible for monitoring, analysing, and reporting on the financial position and financial performance of the Organization. The FADโ€™s fundamental functions include developing, establishing and overseeing the implementation of IOMโ€™s accounting and financial management policies and standards; monitoring, analysing and reporting on the financial position and financial performance of IOM globally; preparing key consolidated financial statements and reports for internal and external stakeholders, such as IOM management, Member States, donors and general public; establishing project accounting and financial reporting mechanisms and systems of IOM; developing and operating appropriate accounting and financial controls, tools and corporate systems, embedding preventive financial risk detection and management measures; monitoring, analysing and reporting on financial risks and financial compliance of IOM globally; providing financial advisory services to senior management and field offices, on complex accounting, financial compliance, financial management and fraud prevention related matters related to IOM`s financial management and accounting; acting as IOM`s main focal point with its appointed External Auditors and liaising with the Internal Auditors on accounting and financial controlling matters.

Under the overall supervision of the Chief of Global Accounting and the direct supervision of the Senior Accounting Officer, the Accounting Officer will be responsible and accountable for providing support and assistance to the regular activities of the FAD.

Work collaboratively with other accounting and finance staff in HQ, Manila and Panama Financial Services, as well as Resources Management Officers and other relevant Officers across the organization related to topical and current challenging in-depth financial and accounting analysisย Utilize technical and spreadsheet skills and solutions to analyze key financial data, whilst establishing, enhancing, and proposing set analytical spreadsheet solutions; Create charts and graphs templates for visual understanding of various financial and accounting matters.Prepare ad-hoc financial overviews related to IOM operations in various areas.In coordination with theย Senior Accounting Officer,ย provide potential solutions to accounting issues as they arise during assignment, whilst investigating, and provide feedback on potential accounting irregularities during analysis.Support the development, testing and global rollout out of new finance and accounting technological solutions.Contribute to the redesigning of financial processes and practices in view to improve and streamline processes, propose KPIs and report on them to further understand potentials for efficiency gains. ย Support the revision of IOMโ€™s financial and accounting policies and training materials.ย Assist in the preparation of the quarterly management reporting and the annual financial report, including the ability to perform complex accounting entries for year-end closing.Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

The following experience is an asset: extracting and updating spreadsheets, reporting templates and data bases;preparing financial reports;financial and accounting analysis (i.e., Trail balance reviews, chart of accounts and general ledgers analysis etc.);exposure to external and internal audit engagements; and,ย interpreting and/or implementing internal accounting standards (i.e. IFRS, IPSAS); and,Practical experience of how-to multi-task, prioritize and work independently.

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
