Accountability Officer
The Danish Refugee Council (DRC), one of the worldโs leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
The Accountability Officer is to ensure that DRC maintain high standards of accountability and transparency. He/ She oversees monitoring and evaluation, establish community feedback mechanisms, ensure compliance with policies and standards, and promote transparency. His/ Her role also involves capacity building and detailed reporting on accountability measures.
This position will work with MEAL Staff/ designated Project Focal Points and CFM focal points across all projects and bases to manage feedback, complaints and referrals.
The position is crucial for fostering trust with beneficiaries, donors, and stakeholders, ensuring that the organizationโs operations are ethical, effective, and responsive to community needs.
To this end, the accountability officer will liaise with DRC staff across departments to ensure compliance with DRC CFM SOPs and the maintenance of SOP-compliant records during programming as directed by the MEAL Manager. Additionally, the role of the accountability officer is to ensure the development and implementation of an efficient, accountable, durable solution and measurable all program in the areas where DRC is operational and within the geographical area of responsibility.
DUTIES & RESPONSIBILITIES
Under the direct supervision of the MEAL Manager, the Accountability Officer provides efficient and effective project support to DRC projects assigned to them, including:
Receive, process and respond to beneficiary feedback and complaints and guide beneficiaries seeking help through DRC hotline, field visits, and other complaints and feedback mechanisms. Coordinate with MEAL Officers from all DRC bases to provide timely feedback regarding complaints and ensure they are appropriately managed, acknowledged and followed up. Make sure to address concerns promptly and effectively, escalating issues when necessary. Maintain an efficient system for collecting, processing, and analyzing feedback data. Ensure timely input and update of feedback records into the system, maintaining data accuracy and confidentiality at all times. Compile and analyze feedback data to produce comprehensive monthly reports. Highlight key trends, recurring issues, and community concerns, providing actionable insights for program improvement. Present these findings to stakeholders and suggest potential solutions. Establish strong working relationships with CFM (Community Feedback Mechanism) focal points across various regions. Regularly communicate and coordinate with them to collect and consolidate feedback from diverse geographical areas. Conduct regular meetings with Area Managers (AMs) to highlight their roles in promoting accountability, review feedback trends, identify gaps, and discuss areas for improvement to ensure the effective implementation of complaint and feedback mechanisms within their areas of operations. Ensure that CFM help desk is set up during program distributions (Cash/NFI/ESKโฆ Etc.) Collaborate with MEAL, program, and field teams to integrate accountability mechanisms into all phases of the project cycle. Work with the program team to ensure they disseminate information on how community members can utilize the CFM channels for submitting complaints and feedback. Conduct awareness campaigns and promotional activities during field visits to educate communities about the programโs objectives, benefits, CFM, and available services. Build the capacity of staff, CFM focal points and partners on DRC โs accountability principles, DRCโs CFM procedures and guidelines. Regularly review and update SOPs, tools, training materials, and IEC materials based on community feedback and lessons learned to improve accessibility and effectiveness. Represent DRC at AAP meetings and other relevant technical coordination meetings at the field level if needed. In addition to the above, the Accountability Officer may be asked to carry out other duties requested by the MEAL Manager.
SKILLS AND EXPERIENCES
Minimum two (2) years of experience in a relevant position in humanitarian accountability, gender, social inclusion / protection issues and Monitoring, Evaluation, Accountability and Learning (MEAL) Able to work on a high level with Word, Power Point, and Excel Excellent report writing skills Previous experience in an international NGOs and/or institution is a strong advantage Excellent interpersonal skills and ability to work and deal successfully in multi-cultural environment
EDUCATIONAL QUALIFICATIONS
Bachelorโs degree in social science, business, development, or any related field
