Background
While Indonesia has seen a decrease in overall unemployment rates post COVID-19, this remains above pre-pandemic levels at 5.32% (5.15% Female and 5.42% Male) according to the Central Bureau of Statistics (2023). There are continued efforts to sustain economic recovery and create more job opportunities across various sectors to stabilise and further reduce unemployment rates.
Gender inequality is a significant social issue in youth employment in Indonesia. Young women face a range of challenges to enter the labour market and in advancing their careers, including cultural and social norms that prioritise male employment and limit progression opportunities for women. Only 39% of young women (aged 15-29) are part of the workforce compared to 58% of young men within the same age range (Ministry of Labour, 2022). To further compound the issue, young women are more likely to be in informal or precarious employment in Indonesia, with 63% in such jobs compared to 56% of young men (National Labour Force Survey, 2023).
To respond these situation, Plan Indonesia with support from Standard Chartered Foundation will launch FutureMakers 2.0 Project. The project will target 1,900 young people as project participants. Of these, 75% will be young women (aged 18-29) and approximately 5% will be youth with disabilities (aged 18-35) living in Greater Jakarta Region, Greater Surabaya Region, Greater Semarang Region, and Special Region of Yogyakarta. All project participants will be young people from low socio-economic backgrounds (earning less than $2.50 USD per day), who might also face other markers of disadvantage, such as being out-of-school, a single mother, of a minority background, a victim of domestic violence, having a disability, being of a minority gender/sexual identity. To support Project Manager in managing this project, YPII will recruit 2 (two) Youth Engagement Officers.

Youth Engagement Officer responsible for recruitment of youth. She/he will ensure all the youth recruited will engage the program from the beginning until the end of the project cycle. She/he responsible for initiating, establishing, and maintaining relationships with youth and/or youth organizations to support project key achievement. She/He will also coordinate with TVET & Digital Learning Specialist and M&E Specialist to monitor the youth alumni achievements.
Accountabilities for The Role
Program Quality
- Provide critical technical input into the strategy, design, indicators and proposed detailed implementation plan of youth engagement strategy.
- Develop and review program implementation guidelines, proposal, tools, materials for youth engagement under Project
- Be updated on youth engagement tools from Plan International, including utilization of MMIS digital platform for monitoring youth achievements
- Conduct mapping on youth organizations relevant to the needs of the project. Build contacts, liase and collaborate with identified youth otranizations
- Build and implement internal mechanism to have continuous engagement with youth target as well as youth engagement stakeholders and provide the youth opportunities to voice out internally and externally
- On behalf of the project, will coordinate in day to day basis and handle administrative task on the recruitment process, supporting youth during reskilling and continue the support untill placement and post placement
- Alert Project Manager and coordinate with internal related staff as well as external stakeholder (if required) if there are any variations from initially agreed workplan and strategy
- Develop relations and network with youth organizations in the context of providing support for the young people.
- Develop solid recruitment plan, and ensuring high quality result of the recruitment
- Ensuring youth data is updated from the enrollment untill completion of the program
- In charge of the use of Youth engagement platforms and promote the utilization among youth and youth organizations

- Providing capacity building for appointed partner in terms of youth engagement in economic sectors
