BACKGROUND

Plan International is an independent development and humanitarian organization that advances childrenโ€™s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the countryโ€™s purpose is in line with the global Plan Internationalโ€™s Purpose โ€œto advance childrenโ€™s rights and equality for girlsโ€. Our ambition is to enable at least 3 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

The YHP aims to support the health rights and wellbeing of young people in marginalised communities worldwide through research, advocacy, and on-the-ground programmes that are focused on the prevention of non-communicable diseases (NCDs). With a commitment to support and defend young people's health, wellbeing, and rights, in Jakarta. In addressing the health needs of young people, the YHP takes a holistic approach that mainstreams gender equality, sexual and reproductive health and rights, and mental health. Given the significant cross over and influence of these areas on NCD risk behaviours, and since these areas are fundamental barriers to young people leading healthy lives, creating positive changes in the lives and health of young people requires an approach in which these areas are addressed and challenged. The project will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening, and advocacy.

The Project Manager will play a key role in ensuring the achievement of the project objectives which relates to prevention or reduction of the risk behaviours which can lead to NCDs, as well as supporting the broader health and rights of young people. S/he is accountable for the successful implementation of the YHP project and growing the project portfolio. S/he will support the AH EVACY SP (Adolescent Healthy, Ends of Violence Against Children and Youth, Stunting Prevention) Programme Manager to strengthen the AH EVACY SP programme management.

Dimensions of the Role

  • The post holder reports to the AH EVACY SP Programme Manager.
  • Responsibly manage project planning, implementation, budgeting, and monitoring evaluation.
  • Together with project partners will proactively work to influence, support, and collaboratively working with local government related to NCDs risk behaviour issues at the district level.
  • Engage in advocacy, networking, and coordination in the district, and ensuring children and young people particularly girls and women are benefiting from the project
  • Represent the AH EVACY SP program to promote information on prevention or reduction of the risk behaviours which can lead to NCDs, as well as supporting the broader health and rights of young people, at the district level, when required.
  • Be responsible for the application of the peer education model to obtain clear and correct information on issues of NCDs, as well as integrate cross-cutting issues such as gender equality, Sexual Reproductive Health and Rights (SRHR), mental health into programme activities.
  • Providing project partners with clear guidance core approaches: holistic programming, right based approach, leverage learning and existing programmes and relationships, and partnership building
  • Build proactive and positive communication and coordination with AH EVACY SP Programme Manager and other related positions internally as well project partners.

    Accountabilities

    Program implementation in line with the project design and planning

    1. Support the planning and design of the project which in line with CS4, monitoring and evaluation framework, budget plans, and communications strategy.
    2. Develop and submit a consolidated detailed implementation plan (DIP) based on the area project specific plans.
    3. Together with AH EVACY SP Programme Manager, communicate donor on program planning and budget.
    4. Liaise closely with project district youth network and Government stakeholders to develop project planning.
    5. Ensuring high quality of project implementation, compliance with project design and planning.
    6. Able to provide explanation and justification to donor and partner on project quality if needed.
    7. Establish linkage emergency programs with overall program design.
    8. Monitor, coordinate, and supervise partners and related stakeholders for the provision of strategic support services.
    9. Together with partners and project team develop and implement the scaling-up strategies as well as sustainability.
    10. Support the M&E team to develop monitoring mechanisms, tools of project monitoring.
    11. Working collaboratively with technical advisor/specialist in CO and district level for a cross-cutting theme such as gender, inclusion, participation, protection.

      Communication, Monitoring and Reporting

      1. Conduct monitoring to target project location and facilitate discussion and coordination between partners, stakeholders, and beneficiaries.
      2. Maintain communication with AH EVACY SP Programme Manager and team on project planning and Implementation.
      3. Monitor project progress (outcomes and results) and expenditure.
      4. Prepare informative and high-quality donor reports on a quarterly basis and/or another basis if needed.
      5. Monitor project budget in the SAP system.
      6. Collaborate with the communications team to implement a communications strategy.
      7. Monitor staff performance, provide feedback, evaluate staff performance, and recommend necessary follow-up actions.
      8. Develop and implement project influencing strategy and planning at the district level to promote NCD risk behaviour, in collaboration with the advocacy team.
      9. Communicate about the program with outside parties.
