    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams โ€“ 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.

    About the job

    General objective:

    The WASH Coordinator is a member of the Country Coordination team based in Aden and led by the Country Director and comprising of the Deputy Country Director, Technical Coordinators, MEAL Coordinator, Grant Manager, Finance Coordinator, Logistic Coordinator, HR Coordinator. The job entails about 40-50% travel to bases and field, at times more. S/he may work with a WASH intern and/or WASH Officer but these positions are funding dependent.
    Working under the line management of the Deputy Country Director (DCD), the WASH Coordinator is the lead technical advisor to SI WASH programs in the country (which also implement emergency shelter activities). S/he contributes to the development of Solidaritรฉs International strategy through interpreting country level WASH sector emergency and post emergency trends and evolving scenarios and harnessing core lessons and views from SI programs, project teams and partners.
    S/he promotes strong collaboration with the Yemen WASH Cluster, Govt. WASH authorities, while ensuring active synergy with SI country FSL sector and professional interactions with the SI WASH technical department in Paris.

    S/he specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of WASH activities and general SI objectives to the needs of the local populations, based on data and evidence from deep assessments and investigations.
    S/he guides and coaches WASH Program and Project Managers in the coordination of Project Cycle Management (PCM) and more particularly the operational monitoring of WASH programs implemented in the intervention country, ensuring the process of capitalization and data/records archiving to improve Solidaritรฉs International methods and techniques in the field of WASH. Of great importance, s/he develops team technical skill capacities, preparing or reviewing and tailoring modules and conducting trainings based on need/gap assessments.

    The main challenges: The Yemen mission is navigating a challenging funding environment that requires SI to maintain its quality work and impact more than ever. Meanwhile, the Yemen mission is continuously seeking new funding opportunities to address the country's humanitarian needs.

    A key aspect of the job will be to enhance the capacity of the national staff to fulfill SI's commitment for localization.

    Priorities for the 2/3 first months: 1. Technical support to PMs, especially in the launch of new projects.
    2. Significant contribution to the next round of project proposal writing as well as donor reporting.
    3. Sustaining the high SI profile and tempo on the Yemen WASH Cluster and collaboration with MoWE-Ministry of Water and Environment with its affiliate authorities from ministerial level in Aden to middle levels in governorates (provinces) and local levels in districts .

    Education / academic background:

    A degree related to International Relations and/or Project Management would be an advantage.

    SI will offer you

    A salaried position:
    According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

    SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

    Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

    Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

    LIVING CONDITIONS: Guest House conditions are very good with access to gym and a terrace.
    Internet and telephone network is available with rare distribution.
    Some restaurant & social life but limited due to security and context constraints.

    Security constraints: The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile no twithstanding the distance from frontlines. Risks related to high proliferation of weapons, abduction attempts, and terrorist attacks are high. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarkets) validated for movements. Curfew time is at 10:00 PM.
