SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams โ 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.
About the job
General objective:
The Program Deputy Field Coordinator (P-DFC) is in charge of supervising the implementation of programs under Al-Mokha and Taiz bases. In line with both SI annual country strategy and the evolution of the humanitarian needs in the area, the P-DFC will support designing and implementing multi-sectoral projects. She/He oversees the quality of project implementation through the direct management of Program Managers. She/he also supports the Field Coordinator (FC) in his representing tasks in external meetings under FC delegation.
The main challenges: The Yemen mission is navigating a challenging funding environment that requires SI to maintain its quality work and impact more than ever. Meanwhile, the Yemen mission is continuously seeking new funding opportunities to address the country's humanitarian needs.
A key aspect of the job will be to enhance the capacity of the national staff to fulfill SI's commitment for localization.Priorities for the 2/3 first months: 1. Enhance the capacity and dependency of the national staff.
2. Actively contribute to the processes of securing and maintaing new funds.
3. Maintain and enhance communication and coordination level within the program department and with other departments.
4. Follow-up closely on maintaining the quality work of SI.Security constraints: SI Taiz and Al Mokha bases operate within an unpredictable security enviroment. This enviroment imposes humanitarian access constrains sometimes for INGOs. However, SI has a strong context knowleadge and excellent relationship with stakeholders making SI operations smooth and arising access issues addressed.
Your profile
Education / academic background:
A degree related to International Relations and/or Project Management would be an advantage.

SI will offer you
A salaried position:
According to experience, starting from EUR 2475 gross per month (2250 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS: Guest House conditions are very good with access to gym and a terrace.
Internet and telephone network is available with rare disturbtion.
Restaurant & social life barely exists due to security and context constainsts.
