Work LocationBonn Expected duration4 months Duties and ResponsibilitiesThe Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aimed at the conservation and sustainable use of migratory species and their habitats. Numerous additional intergovernmental instruments on migratory species conservation have been adopted under the broad umbrella of CMS which are supported by the CMS Secretariat. The CMS Secretariat also provides the Secretariat for the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS). In addition, two regional agreements on migratory species adopted under CMS have their own Secretariats which are co-located with the CMS Secretariat in Bonn - the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) and the Agreement on the Conservation of European Populations of Bats(EUROBATS). The Individual Contractor will be responsible for performing the following duties, as required: โ€ข Proposal a content management system, a new interface and a migration plan for the upgrade of the campaign website. โ€ข Execute the migration of the existing website, ensuring all content and core functionalities are accurately transferred, accessible, and operational upon launch of the new website. โ€ข Develop, update, and maintain comprehensive technical documentation detailing the architecture, configurations, integrations, and any customizations made during the revamp process. โ€ข Prepare and deliver clear and concise user guidance materialsโ€”including user manuals, FAQs, and training documentationโ€”tailored for both technical and non-technical audiences. โ€ข Monitor website performance, proactively maintaining uptime at or above 99% (excluding pre-scheduled maintenance), and promptly communicating with the Secretariat regarding any deviations. โ€ข Implement, document, and test all security and accessibility enhancements, ensuring full compliance with established standards and best practices as required by the Secretariat. โ€ข Conduct user acceptance testing (UAT) post-revamp, collaborating with relevant stakeholders to verify accessibility and operational status of all site functionalities and content. โ€ข Log, address, and resolve all technical issues or incidents arising from the website revamp within the Secretariat-defined response timeframes, maintaining accurate records of actions taken and outcomes achieved. โ€ข Deliver all project documentation, technical materials, and user guidance in the prescribed formats and by the deadlines specified in the contract. โ€ข Engage in regular communication and collaboration with the Secretariat, IMCA Unit coordinator, and World Migratory Bird Day campaign coordinator to ensure alignment with project milestones and content specifications. โ€ข Provide status updates, progress reports, and recommendations for continuous improvement as required throughout the duration of the contract. The Individual Contractor shall operate under the overall supervision of the IMCA Unit coordinator and will engage in daily collaboration with the World Migratory Bird Day campaign coordinator to ensure that the development of the new website adheres to established milestones and content specifications. Qualifications/special skillsAcademic Qualifications: Advanced university degree (Master's or equivalent) in information technologies, computer science is required. A first level university degree in combination with additional 2 years of qualifying experience will be accepted in lieu of the advanced university degree. Experience: A minimum of two years of professional experience in gradually complex website development or related area is required. Knowledge and demonstrable experience with PHP, JavaScript, HTML/CSS, XML, and technologies such as Drupal, WordPress, Bootstrap, Git are required. Experience in web design and graphic design is desired.
