Work LocationSรฃo Paulo, SP, Brazil Expected durationFive (5) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat is developing a project with the Municipality of Sรฃo Paulo through the Secretariat of Green and Environment (Secretaria Municipal do Verde e Meio Ambiente - SVMA) that includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. To properly implement this project, a Water Supply Consultant is required to ensure that the Municipal Sanitation Plan incorporates an approach to integrating both components. Report to UN-Habitat Manager The Water Supply Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Water Supply Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinator, aiming at: I. Sharing partial results of each deliverable. II. Being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities. III. Supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultantโs ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the consultant shall guarantee the execution of its activities according to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participate in public events related to the participatory process of developing the Municipal Sanitation Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Water Supply Consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1: โAnalysis of the Water Supply Diagnosis in the City of Sรฃo Paulo.โ Description: The โAnalysis of the Water Supply Diagnosis in the City of Sรฃo Pauloโ must contain: (i) evaluation of the water supply system diagnosis; (ii) summary table of key issues, problems and deficits; (iii) reporting on participation in events/workshops related to the Municipal Sanitation Plan. Expected Completion Date: Fifteen (15) days after contract signature. Product 2: โStudy of Solutions and Preparation of an Action Plan and Targets to Enhance Water Supply in Sรฃo Paulo.โ Description: The โStudy of Solutions and Preparation of an Action Plan and Targets to Enhance Water Supply in Sรฃo Pauloโ must contain: (i) development of guidelines and specific objectives that will structure the proposals for improving the municipal sanitation system; (ii) evaluation and description of solutions and their application in the sanitation system; (iii) identification and descriptive table of priority action; (iv) structure required for each proposed solution; (v) actors involved in each proposed solution; (vi) table containing the description of established targets, monitoring indicators, and SDGs related to each target; (vii) sources of funding for implementing the policy; (viii) implementation schedule for the Action Plan; (ix) reporting on participation in events/workshops related to the Municipal Sanitation Plan. Expected Completion Date: One hundred and twenty (120) days after contract signature. Qualifications/special skillsAcademic Qualifications: Required: โข Bachelor's degree in Sanitation Engineering, Environment Engineering, Civil Engineering, Urban Studies or related fields is required or additional five (5) years of relevant experience to the post, beyond the requirement. Desired: โข Postgraduation degree (Latu Sensu or Stricto Sensu) in Sanitation Engineering, Environment Engineering, Civil Engineering, Public Administration, Public Policy, Urban Studies or related fields is desirable. Work experience: โข A minimum of four (4) years of professional experience providing technical support and management related to sanitation policy. โข Professional and academic experience on themes related to sanitation policy, social projects, and public policy is required. โข Professional experience developing studies, projects, plans and technical assessments related to water supply is required. โข Previous experience with sanitation plan is desirable. โข Previous experience within the UN System is desirable. Skills: โข Excellent writing and proof-reading skills in Portuguese is required. โข Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. โข The ability to engage in dialogue with the third sector, the public sector and the private sector is required. Knowledge Management โข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โข The person will prepare databases related to the project running. โข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โข For the post advertised, fluency in Portuguese is required.
