Under the overall and direct supervision of the Head of Office (HoO) in Tirana, Albania the successful candidate will be responsible and accountable for supporting the Country Officeยดs (CO) project development, monitoring and evaluation (M&E), information management, donor liaison and reporting activities, in close coordination with relevant units and Project Managers/Coordinators in the ย CO as well as with the PSU Coordinator and Senior Regional Programme Manager at COCF, the Regional M&E and Risk Management Officer, Regional Project Development Officers (RPDO) in Vienna and Brussels, and other relevant Regional Office (RO) and Headquarters (HQ) units.
Programme Support and Coordination
- Act as the Focal Point of the CO and provide and coordinate inputs for information requests from HQ, the RO, other IOM COs and external partners, such as donors, government, RCO, partner agencies, and implementing partners.
- ย Provide technical inputs for the development of strategic documents for the CO and the Western Balkans, including strategies, high-level meetings and engagements, Migration Crisis Operational Framework and other strategic initiatives.
- ย Participate in inter-agency meetings, workshops and conferences, including the United Nations Programme Management Team (PMT), relevant sectoral and working group meetings, among others.
- Act as a Focal Point for PD, M&E and PRIMA trainings for the CO, to build technical capacities in these fields.ย
Project Development and Donor Liaison
- Support and directly contribute to the drafting and consolidation of the concept notes, project proposals that respond to emerging trends and priorities in compliance with IOM internal guidance and instructions, and in alignment with donors strategic priorities in the region as well as IOM strategy and priorities, and submit in PRIMA. Coordinate closely with the Head of Office, the Resources Management Officer (RMO), project managers/coordinators, donors, government counterparts and other project partners.
- Identify potential funding sources and stay abreast of funding opportunities and cycles.
- Support liaison efforts with donors, UN partners, and governmental and non-governmental stakeholders. Maintain effective working relationship with donors and potential donors, liaising, as necessary, with RO and COs with resource mobilization functions.
- Conduct desk research and field visits to inform the development of new project proposals.
Monitoring and Evaluation
- ย Support Project Managers/Coordinators in the development, implementation and review of M&E plans and tools, ensuring quality and alignment with the projectsโ results matrices and project reporting cycle.
- Support Project Managers/Coordinators in the monitoring process of projectsโ activities, results and risks, and propose corrective or mitigating measures to strengthen project results. ย
- ย Participate to all evaluation processes for CO in close coordination with Project Managers/Coordinators. ย Support quality and objective management/coordination of internal and external evaluations (i.e. selection of evaluators, drafting of TOR, review of all deliverables) in compliance with IOM Evaluation Policy. Integrate evaluation as a key part of the project development process.ย
- Contribute to sharing M&E findings with relevant stakeholders and ย support the use of ย M&E ย for ย learning, adaptation and accountability purposes.
Reporting and Information Managementย
- Coordinate the drafting of interim and final reports and/or support Project Managers/Coordinators to ensure timely submission of donor reports, in compliance with donor agreements and requirements.ย
- ย Support the review and endorsement of all donor reports.
- Maintain project records and central repository of results for the CO.
- Undertake duty travels as required.
- Perform such other duties as may be assigned. Education
- Masterโs degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution ; or,
- Universityย degreeinย theย aboveย fieldsย withย ย two yearsย ofย relevantย professionalย experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in the field of migration, project design, management and implementation, monitoring and evaluation, reporting, information management and administrative and financial management at the required level of the position;
- Experience in working and liaising with a wide range of partners, including goverment authorities, UN agencies and international organizations;
- Experience supervising a team is an asset. Skills
