1. General Background

The United Nations High Commissioner for Refugees, UNHCR is a global organization dedicated to saving lives, protect rights and help build a better future for refugees, forcibly displaced communities and stateless persons. The Office of the UNHCR was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to coordinate international action to protect refugees and provide durable solutions worldwide.

UNHCR, has been working in Ecuador since 2000 and currently Field Offices, strategically located throughout Ecuadorian territory, to provide adequate attention and protection to refugees and their host communities. UNHCR maintains permanent presence in Quito, Guayaquil, Cuenca, Ibarra, Tulcรกn, Esmeraldas, Lago Agrio, Ambato, Manta and Huaquillas.

Ecuador is the country that has recognized one of the largest number of refugees in Latin America (+74,000), 96% of whom are Colombian nationals. In addition, the country hosts more than 500,000 refugees and migrants from Venezuela.

UNHCR work in Ecuador includes:

โ€ข Protecting of refugees by supporting the Ministry of Foreign Affairs and Human Mobility, the Ministry of Government, the Public Defender's Office, the Ombudsman's Office, the GADs and other State institutions. Promoting public policies, administrative practices and specific interventions that ensure access to the territory and guarantee refugee rights.
โ€ข Coordinating response actions in favor of refugees together with other agencies of the United Nations System, non-governmental organizations and civil society.
โ€ข Facilitating access to information for refugees on their rights, humanitarian assistance, legal orientation and access to services.
โ€ข Promoting a favorable environment for the socioeconomic integration of refugees in the country. UNHCR leads livelihood projects aimed at improving their entrepreneurial skills and access to employment. We also work to ensure that refugees have access to bank accounts, credit cards and microcredits, in coordination with financial services entities in the public and private sectors.
โ€ข Seeking durable solutions that include the strategic use of resettlement as an instrument of protection and as a tool of solidarity, as well as voluntary repatriation to the future.
โ€ข Counteracting xenophobia and discrimination together with civil society and state agencies, through campaigns designed to promote solidarity and peaceful coexistence.

SUBMISSION OF APPLICATIONS

A) English is mandatory.
B) Foreign candidates, to be considered eligible for this position, must have a temporary or permanent residence in Ecuador that allows them to carry out work activities in the country.
C) Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of full vaccination against COVID-19, independently of contract type and duration. The recommended candidate(s) will be required to provide the proof of vaccination prior to recruitment.
D) If recommended, the candidate must submit a current a voluntary contribution certificate to the Ecuadorian Institute of Social Security IESS. Voluntary IESS securities will be covered by the staff member.
E) Short listed candidates may sit a technical test.

Standard Job Description Communications Assistant Organizational Setting and Work Relationships The Communications Assistant will report to the Communications Officer and will have regular contacts within the office/unit involving exchange of information. S/he will also have limited external contacts on routine matters. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Collect press-cuttings of articles in national, regional, international and periodicals that pertain to refugee related issues and to the work of the office. - Compile and maintain the mailing list for press releases, information bulletins, etc and ensure timely despatch of information to media and other interested parties. - Classify and maintain adequate stock of PI materials and promote sale of merchandise where appropriate. - Maintain up-to-date the catalogue of PI material and types monthly report regarding sales and stocks for submission to PI at Headquarters in accordance with established guidelines. - Provide clerical assistance with regard to PI events such as poster campaigns, exhibitions, and public awareness raising events. - Respond to routine telephone and written enquiries from a variety of sources such as the media, the public, NGOs and government officials etc. - Maintain PI files up-to-date. - Have access to UNHCR's communication systems - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G4 - 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher Field(s) of Education Not applicable Certificates and/or Licenses Business Administration; Journalism; Social Science; or other relevant field.
