Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

At the 59th Session of the UN General Assembly, Member States, in adopting the Triennial Comprehensive Policy Review (TCPR) of Operational Activities for Development of the UN System called on all UN organizations to: โ€œmainstream gender and to pursue gender equality in their country programs, planning instruments, and sector-wide programs and to articulate specific country-level goals and targets in this field in accordance with the national development strategiesโ€.

Further, ECOSOC Resolution 2004/4 - Review of Economic and Social Council agreed conclusions 1997/2 on mainstreaming the gender perspective into all policies and programs in the United Nations system requested: โ€œthe Secretary-General to ensure that all United Nations entities develop action plans with timelines for implementing the agreed conclusions 1997/2, which address the gap between policy and practice identified in the Secretary-Generalโ€™s report, with a view to strengthening commitment and accountability at the highest levels within the United Nations system as well as to establishing mechanisms to ensure accountability, systematic monitoring, and reporting on progress in implementationย 

The UNCT-SWAP Gender Equality Scorecard is a key accountability tool used by UN Country Teams to assess and strengthen gender mainstreaming across the UN system. South Sudan conducted its first Scorecard assessment in 2021, followed by an Annual Report in 2024, which highlighted progress, challenges, and recommendations. The 2025 comprehensive report will consolidate findings from the past four years and provide strategic direction for future UNCT efforts.

To strengthen accountability of the UN Country Team (UNCT) in advancing gender equality and womenโ€™s empowerment, in alignment with UN corporate policy, the consultant will utilize the UNCT-SWAP Gender Equality Scorecard. This tool will be used to assess current performance, identify gaps, and recommend corrective actions. The process will be led by the UN Gender Thematic Group in a participatory and timely manner to ensure comprehensive completion of the UNCT-SWAP assessment.ย 

The consultant will be reporting to the Gender and Humanitarian Specialist and will be supported Gender in Humanitarian Consultant, who will be the point of contact on the contract and payment issues.

Objectives of the Assignment

The primary objective of this consultancy is to facilitate the UNCT-SWAP Gender Equality Scorecard and assess the effectiveness of the UN Country Team in gender mainstreaming, promoting gender equality, and womenโ€™s empowerment as to provide a set of actions for improvement.ย  A comprehensive analytical report will be developed based on the UNCT-SWAP Gender Equality Scorecard, covering the period 2021โ€“2025.
