Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย
Within the global framework of United Nations Security Council Resolutions on Women, Peace and Security, Indonesia has endeavored to localize the WPS agenda into the National Action Plan (NAP) for the Protection and Empowerment of Women and Children during Social Conflicts (NAP WPS) since 2014. In addition to the NAP WPS, Indonesia issued its first National Action Plan on Preventing and Countering Violent Extremism that Leads to Terrorism (NAP-P/CVE), which has incorporated gender mainstreaming principle as one of the fundamental principles in the design and implementation of P/CVE initiatives.
UN Women has been supporting the integration of womenโs needs and concerns during conflicts and crisis in the WPS localization process in various provinces in Indonesia through partnership with civil society organizations (CSOs). In Central Sulawesi, for instance, LiBu Perempuan โ a non-governmental organization based in the provincial capital Palu working on protecting and empowering women and girls โ has led the efforts of developing the local action plan on P/CVE by soliciting inputs from diverse groups to draft the regional plan, with womenโs participation and leadership highlighted in the plan.ย
Many other womenโs organizations and grass-roots organizations in Central Sulawesi have contributed significantly to conflict resolution, reconciliation, and peacebuilding efforts with the historical backdrop of the Poso conflict. Faced with complexities of vulnerability where challenges of natural resources management, climate change, and social cohesion intersect, Central Sulawesi has witnessed a strong presence of womenโs movement to support survivors of gender-based violence, trauma recovery, conflict prevention, and build resilient communities against disasters and violent extremism.ย
These efforts align fully with the WPS agenda, which underscores the importance of womenโs full participation in peacebuilding processes at all levels and recognizes womenโs critical roles in sustainable peace. In order to document the extensive expertise on local womenโs issues and stories of womenโs organizations and CSOs in Central Sulawesi advocating for the meaningful participation of women in the peace process, UN Women has produced a video documentary and a photobook featuring women peacebuilders in Central Sulawesi.
Through the voices of women, the video documentary and the storybook aims to not only document the inspiring stories of resilient women who were at the forefront of the peacebuilding and recovery efforts throughout the modern history of Central Sulawesi, but also to pose an important question to the audience โ How can we further recognize and support womenโs meaningful participation and leadership in the peace processes?
In this context, UN Women is planning to produce a digital version of the abovementioned storybook to reach wider audience and maximize its visibility and use.ย The Digital Storybook is a multimedia-based narrative tool designed to document and showcase the lived experiences, voices, and resilience of communitiesโparticularly women and marginalized groups. It serves not only as a repository of stories but also as a powerful advocacy and learning product, bridging humanitarian, development, and peacebuilding perspectives.
The consultant will be reporting to Communications and Advocacy Officer-KOICA with close advisory from the Programme Analyst of Women, Peace and Security & Program Analyst Peace Humanitarian Nexus who will be the point of contact on the contract and payment issues.
Description of Responsibilities/ Scope of Work
ย ย ย ย ย ย 1. Concept Design and UX Development
Develop a visually appealing and interactive digital photobook design that aligns with UN Womenโs branding and communications guidelines. Ensure the design is user-friendly, responsive, and accessible across various platforms, including desktop, tablet, and mobile. Incorporate interactive elements such as hover effects, clickable image galleries, animations, or timelines where appropriate. 2. Full-Stack Web Development Apply the approved design into a fully functional digital photobook using suitable front-end and back-end technologies. Develop the photobook in English and Bahasa Indonesia, ensuring correct formatting, layout, and content display in both languages. Optimize performance and ensure fast loading times without compromising quality. 3. Collaboration and Content Integration Work closely with UN Women to integrate content (text, photos, captions, videos, etc.) as provided and finalized. Ensure content is organized clearly, with intuitive navigation and a cohesive narrative structure. Provide advice and suggestions to improve user experience, storytelling, and accessibility features (e.g., alt text, screen reader compatibility). 4. Testing and Quality Assurance Conduct comprehensive testing (across devices and browsers) to ensure the photobook functions flawlessly. Fix bugs and address any performance or visual issues. Validate accessibility compliance in line with UN and W3C standards. 5. Migration and Integration Coordinate with the UN Women Regional Office for Asia and the Pacific Communications Team to prepare for a smooth migration of the digital photobook to the official UN Women website. Ensure technical compatibility with the UN Women web platform (Drupal or other CMS as applicable). Provide support for content transfer, design preservation, and layout adaptation on the UN Women site. 6. IT Support and Troubleshooting Handle all IT-related issues during development, testing, and post-deployment.
