Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย 

In Cameroon, UN Women is implementing its New Strategic Note for the period 2022-2026 , aligned with UN Women Strategic Plan, UNSDCF and national priorities, which provides a national framework for UN Womenโ€™s work for the next five years, focuses on four impact areas (Governance and Participation in Public Life; Economic Empowerment and Resilience; Ending Violence Against Women and Girls; Peace and Security, Humanitarian Action and Disaster Risk Reduction). It articulates how UN-Women will leverage its unique triple mandate, encompassing normative support, UN system coordination and operational activities, to mobilize urgent and sustained action to achieve gender equality and the empowerment of all women and girls and support the achievement of the 2030 Agenda.ย 

In line with its coordination mandate, UN Women promotes coordination and coherence across the UN system to enhance accountability and results for gender equality and womenโ€™s empowerment, including through joint programmatic and advocacy actions and initiatives, standardized tools and guidance and services to strengthen the relevant capacities of the UN system. UN Women is chairing the Result Group on Womenโ€™s Empowerment under the UNSDCF, which convenes 13 UN agencies and is responsible for implementation of targeted outcome on womenโ€™s empowerment in the USDCSF and driving forward gender mainstreaming across the Cooperation framework.

The Evaluation of the Strategic Note of UN Women Cameroon Country Office implemented during the period of 2022-2026 is currently being undertaken by UN Women Independent Evaluation and Audit Services (IEAS). An Evaluation Specialist from the IES has been appointed as the Team Leader and manager for the evaluation, who will be supported by a Senior Evaluator Expert and two National Evaluators.

The consultant will be reporting to Resident Representative, and will be supported by Monitoring and Evaluation Associate, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work

Building on the overall Terms of Reference of the evaluation, the Senior Evaluator will conduct interviews and survey to collect written and oral information from evaluation participants based on data collection instructions provided by the IES Lead Evaluator;ย 

share survey and interview notes with the evaluation team and follow up on individual work schedules (e.g., scheduling and conduct of required interviews and field visits) in consultation with the IES Lead Evaluator;

deliver a report of findings, conclusions and recommendations based on an analysis of data collected from the survey and interviews. The report will document the methodology of the survey and outline the size and characteristics of the population surveyed. While all responses received from participants will be attached in annex, their analysis will be organized according to evaluation criteria. ย Engage with evaluation stakeholders at different stages of the evaluation.

Functional Competencies:

Required Qualifications

Education and Certification:

Masterโ€™s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage. A certification on gender sensitive evaluation would be an added advantage.

Experience:

The National Evaluator is required to adhere to the UN Women core values and competencies and have the following specific qualifications:ย 

At least 3-year practical experience in designing and conducting gender-responsive evaluations of development strategies, policies andย programs.ย  Knowledge of, and experience in applying qualitative evaluationย methods.ย  Proven knowledge of the role of UN Women and its programming, coordination and normative roles at the regional and countryย levels.ย  Professional experience inย Africa will be considered a strongย asset.ย  Relevant thematic expertise in Gender Equality and Womenโ€™s Empowerment will be considered a strong asset.

Languages:

Fluency in oral and written French. English isย considered an added advantage
