Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and civil society, which supports women-led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported close to 1000 civil society organizations in 41 countries.

UN Women hosts the Secretariat of the Womenโ€™s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, designs funding windows and mechanisms, provides day-to-day support to Country Offices implementing WPHF programmes, and ensures timely and quality monitoring and reporting. The Secretariatโ€™s mandate is also to strengthen stakeholdersโ€™ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides capacity strengthening, peer mentorship knowledge management services for the WPHF and manages the Community of Practice (CoP) for WPHF partners and grantees.

Reporting to WPHF Head of Secretariat, the Global Learning Hub (L-Hub) Programme Coordination Specialist exercises overall responsibility for planning, implementing, and managing the WPHF L-Hub. The L-Hub Programme Coordination Specialist supervises and leads the L-Hub Team and works in close collaboration with the WPHF programme and operations team, UN Women and other relevant Managing Entities CO/RO/HQ staff, Government officials, academia, multi and bi-lateral donors and civil society ensuring successful L-Hub implementation.

Key Functions and Accountabilities:

1. ย  ย  Coordinate the development and implementation of the WPHF Global Learning Hub (L-Hub) Programme

Coordinate the overall L-Hub work plan development and implementation in consultation with CSO and key stakeholders in members states and civil society. Develop and implement capacity strengthening modules for the L-Hub.ย  Collaborate closely with the WPHF Programme Coordinators (Regular Funding Cycle, Rapid Response Window and Women Human Rights Defenders Window) to develop appropriate modules for CSOs benefiting from WPHF funding. Facilitate sessions where relevant. Contribute to the WPHF Strategic Note and update WPHF programme document ensuring that that L-Hub programme and priorities are fully integrated. Prepare and contribute to work-plans, periodic narrative progress reports and expenditures status reports to the WPHF Funding Board.ย  Record and maintain documents on relevant Programme activities, issues, and risks.

2. ย  ย  Coordinate the monitoring and reporting for the L-Hub

Collaborate closely with the WPHF Monitoring and Evaluation Specialist to gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages. Liaise closely with the WPHF Monitoring and Evaluation Specialist to monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits. Provide key inputs to the WPHF Monitoring and Evaluation Specialist in developing annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports.

3. ย  ย  ย Manage financial resources and supervise staff

Supervise and manage a team of professional and administrative staff where relevant, review performance and mentor/ coach staff. Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting. Oversee and monitor the allocation and disbursement of funds where relevant to participating partners.ย 

4. ย  ย  Build partnerships and support in developing resource mobilization strategiesย 

Collaborate with the WPHF Partnerships team to provide technical support to the development of partnerships and resource mobilization strategies. Develop and maintain partnerships with key stakeholders across academia, INGOs, member states and the private sector to establish targeted training modules to support WPHFs mandate. Identify potential programmatic areas of cooperation, based on strategic goals of WPHFโ€™s needs and donorsโ€™ priorities and develop the relevant partnerships.ย 

5. ย  ย  Advocate and facilitate knowledge building and management and communicationย 

Lead knowledge building for the L-Hub. Represent the L-Hub at key for a where necessary. Collaborate with WPHFโ€™s Communications and Advocacy Team to ensure documentation of the L-Hub programme and support the development of products in accordance with UN guidelines. Contribute to the exchange of information and knowledge products internally and externally of the programme. Support the implementation of major advocacy campaigns, events, training, workshops and knowledge products.ย 

6. ย  ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities: The incumbent leads a team of two (2), which includes one (1) direct report (P2 FTA Program Analyst), as well as one (1) affiliate personnel (Intern).

Recruitment Qualifications:

Education and certification:

Master's degree or equivalent in International Relations, Communications, Public Relations, Public Affairs, Social Sciences, Public Administration, Business Administration or related field is required.ย  A first-level university degree in combination with two additional years of qualifying experienceย may be acceptedย in lieu of the advanced university degree. A project/programme management certification would be an added advantage

Experience:

At least five years of progressively responsible experience in international development, with international/regional organizations, focused on, or strongly involving Women Peace and Security or Gender in Humanitarian work at national, regional, and international levels. Experience managing teams is required. Experience developing and implementing training for diverse groups, including civil society organizations, is required. Experience establishing strategic partnerships is desirable. Experience in results-based management is required. Experience in internal and external communication is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. Prior experience with the UN or other international organization is desirable.

Language Requirements:

ย Fluency in English is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
