Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and civil society, which supports women-led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported close to 1000 civil society organizations in 41 countries.

UN Women hosts the Secretariat of the Womenโ€™s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, designs funding windows and mechanisms, provides day-to-day support to Country Offices implementing WPHF programmes, and ensures timely and quality monitoring and reporting. The Secretariatโ€™s mandate is also to strengthen stakeholdersโ€™ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides capacity strengthening, peer mentorship knowledge management services for the WPHF and manages the (L-Hub) Global Learning Hub for WPHF partners and grantees.

Reporting to WPHF L-Hub Programme Specialist, the Programme Analyst contributes to the effective management of L-Hub programmes by providing substantive inputs to programme design, formulation, implementation and evaluation.ย  The Programme Analyst guides and facilitates the delivery of L-Hub programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.ย The Programme Analyst works in close collaboration with the programme and operations team, UN Women and other WPHF Managing Entitiesโ€™ CO/RO/HQ personnel, Government officials, academia, multi and bi-lateral donors and civil society ensuring successful L-Hub programme implementation.

Key Functions and Accountabilities:

1. ย  ย Contribute technically to the development of L-Hub programmestrategies

Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives. Identify areas for support and intervention related to the programme.

2. ย  ย Provide substantive technical support to the implementation and management of the L-Hub programmeย 

Provide technical inputs to the annual workplan and budget.ย  Lead the implementation of programme activities. Review, coordinate and monitor the submission of implementing partner financial and narrative reports. Provide facilitation support where relevant.

3. ย  ย Provide technical assistance and capacity development support

Coordinate and provide technical support in the implementation of training modules. Support the development of technical knowledge products. Maintain relationships with partners to support implementation and expansion of the L-Hub. Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4. ย  ย Provide technical inputs to the monitoring and reporting of the programme/ project

Monitor progress of implementation of activities and finances using results-based management tools. Draft reports on monitoring missions, programme results, outputs and outcomes. Provide substantive inputs to the preparation of donor and WPHF reports.

5. ย  ย Provide substantive technical inputs to the management of people and finances for the L-Hub

Monitor budget implementation and make budget re-alignments/ revisions, as necessary. Provide substantive inputs to financial reports. Supervise Programme Associates and Assistant.

ย 6. ย  ย Provide substantive inputs to building partnerships and resource mobilization strategies

Collaborate with the Partnerships Team to support the provision of substantive inputs to resource mobilization strategies; analyze and maintain information and databases. Support the preparation of relevant documentation such as project summaries, conference papers, briefing notes, and speeches. Participate in donor meetings and public information events, as delegated.

7. ย  ย Provide substantive inputs to advocacy, knowledge building and communication efforts

Support the development of background documents, briefs and presentations for L-Hub training initiatives. Liaise with the Communications and Advocacy Team, to support the coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.ย 

8. ย  ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities:ย The incumbent will supervise relevant affiliate personnel (consultants and interns).

Functional Competencies:

Good programme formulation, implementation, monitoring and evaluation skills. Good knowledge of Results Based Management. Recruitment Qualifications:

Education and certification:

Master's degree or equivalent in International Relations, Communications, Public Relations, Public Affairs, Social Sciences, Public Administration, Business Administration or related field is required.ย  A first-level university degree in combination with two additional years of qualifying experienceย may be acceptedย in lieu of the advanced university degree. A project/programme management certification would be an added advantage

Experience:

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience supporting training for diverse groups is required. Experience in international development focused on, or strongly involving Women Peace and Security or Gender in Humanitarian work is required. Experience coordinating and liaising with civil society organisations, government agencies and/or donors is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
