UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Womenโs Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and civil society, which supports women-led and womenโs rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported close to 1000 civil society organizations in 41 countries. UN Women hosts the Secretariat of the Womenโs Peace and Humanitarian Fund.ย
Digital inclusion and safety is one of the new cross-cutting areas of WPHF as outlined in the WPHF Strategic Plan 2023-2025. In October 2025, the UN Security Council Resolution 1325 on Women, Peace, and Security will be 25 years old. This resolution was a landmark achievement, being the first to acknowledge the unique impact of armed conflict on women and girls and to champion their role in peacebuilding. The 25th anniversary provides an opportunity to reflect on the progress made in implementing the WPS agenda, identify remaining challenges, and recommit to advancing the agenda. It also serves as a reminder that despite significant efforts, women's full, equal, and meaningful participation in building peace remains a work in progress.
The WPHF Secretariat plays a critical role in ensuring the security, relevant and rapidity of the WPHF by directly managing Calls for Proposals and assessing applications directly. Applications can be submitted in multiple languages and efforts are made to ensure a wide range of applications are received. Often hundreds of applications are received across the different funding windows. This means some windows experience peaks in application submissions, while other receive a steady stream of applications. In all cases the fund endeavors to review applications within a short timeframe.ย WPHF requires the services of a firm/consultants to identify, test and evaluate viable Commercial off-The-Shelf (COTS) software solutions to support user friendly and secure applications, the evaluation of proposals and various analytics.
The contractors/consultants will report directly to the WPHF Head of Secretariat.ย
Description of Responsibilities/ Scope of Work
Under the overall and day-to-day supervision of the WPHF Head of Secretariat,ย the consultant will be contracted to support the development of a business case for the appropriate software for grant management and oversee a pilot implementation phase.ย The consultant will complete:ย
Desk Review and internal WPHF and UN Women ICT consultations. Consultation with key stakeholders on grant management needs and user interface. A Business Case to recommend software for grant management that will consider specific WPHF business processes, standard operating procedures and operations manual. Identify and support establishment of pilot with recommended software provider. Masterโs degree or equivalent in development studies, computer science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Experience:
Minium 7 yearsโ experience working experience with governments, United Nations and international organizations, particularly on initiatives that involve the application of ICT to simplify systems is required. Minimum 5 years of Industry Exposure identifying and applying software solutions to enhance customer-based services and interactions is required. Minimum 5 years' experience with ERP Tools development and application for grant management is required.Languages:
