Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance and daily supervision of the Operations Manager, with matrix reporting to HQ budget, the Budget Analyst is responsible for providing technical support to ensure the data completeness of labor distribution at the ECA Region as necessary, providing technical support to the ROM in the implementation of the new process for non-core post establishment, processing the GST tickets under the ECA RO and facilitating the timely update of the LD, providing coordination support with the HR team in effective position management in the system, coordinating monetization requests, providing helpdesk support services for the region and troubleshooting on unposted payroll, ensuring the data is complete for labor distribution to facilitate timely payroll posting, assisting Budget Section HQ in dedicated support, training, advice for Regional Office, Multi-Country Offices and COs.

The Budget Analyst works in close collaboration with Budget Section HQ, Programme and Operations colleagues, teams at the country level, UNDP staff and Government officials ensuring high performance and efficiency.ย 

Key Functions and Accountabilities:ย 

1. Provide technical support and ensure the data completeness of labor distribution:

Support the PM/Budget owner in the field offices in conducting the pre-payroll posting checklist exercises and provide additional support for those offices with substantial payroll errors.ย  Check the monthly LD validation processes, identify weak points, and train the project associates to validate the funding and budget for labour distribution in Quantum.ย  Promote continuous improvements by guiding PMs/Budget ownersย  to reflect realistic personnel costs and budget allocations for their project personnel.ย  Train staff to enhance the order process efficiency for the labour distribution update once the WP is approved and the budget is baselined in the system. Conduct monthly data validation checks to identify inactive labour distribution and coordinate with the field offices for the timely creation of the LD.ย  Conduct a final spot check before the payroll posting to identify missing LD and create the labour distribution.

2. Support non-core post management:

Provide technical support to ROM in the implementation of the new process for non-core post establishment.ย  Review and analyze the validity of the project distribution (availability of funds and sufficiency of the budget) for all new non-core post-establishment requests.ย  Verify that post-establishment requests align with the post-creation timeline.ย 

3. Process the GST tickets and facilitate the timely updating of the LD:ย 

Review and update the COA for position and labour distribution in Quantum. Validate the project timeline and ensure it aligns with the position and LD. Confirm the award is valid, has sufficient funds/budget, and the budget line has been allocated for the personnel cost to cover the costs for the post extension. Verify that the task IDs are valid, and that cross-charges are enabled. Review and analyze the staff commitment, validate and ensure it complies with the required scales.

4. Provide coordination support with the HR team in effective position management in the system:

Monitor and ensure the position's end dates are aligned with the personnel contract timeline.ย 

5. Provide technical support for the implementation and roll out of the Portfolio and Project Management Stream (PPM) on the Quantum ERP Cloud Solution:ย 

Support in ensuring data integrity through coordination of data clean up and migration needs review and analyses; Support with the development of data clean up and migration proposalsย  Deliver data migration support for the Regionย  Support the analysis and implementation of transitional arrangementsย  Provide first level help desk and technical support for the regionย  for the PPM business stream in liaison with the Programme Management Specialist Escalate unresolved issues to the proper channels.

6. Support cost Recovery oversight:

Monitor and support oversight of cost recovery - DPC. Collaborate with HQ DPC cell on questions and concerns regarding cost recovery. Ensure DPC is well incorporated in budgets for the new agreement. Participate in cost-recovery capacity building sessions and workshops in the region and the country officesย  Assist HQ DPC Cell in preparing the strengths and gaps analysis regarding DPCs collection within COs and at regional level.ย 

7. Coordinate monetization requests:

Assist in reviewing and processing monetization requests. Conduct quality checks of the monetization request before approval by RD. Maintain records and supporting documents (in GST) for all monetization requests for audit purposes.

8. Coordinate with the RO field offices for personnel distribution management:

Monitor and analyze the missing labor distribution and coordinate with the relevant field office to fix the issues. Build a collaborative links between the field office and HQ budget team for effective personnel distribution management. Coordinate and follow up with field offices to resolve payroll exception errors. Provide technical support and assistance for project/payroll distribution issues.ย 

9. Contribute to knowledge management and capacity building:

Support the delivery of training and webinars to end users in ECA region for the Portfolio and Project Management Stream (PPM) Provide advice and support to programme staff in preparation of complex budgets and respond to their queries. Provide guidance and training to UN Women staff on budget issues, processes and procedures.ย  Serve as a helpdesk contact person for Quantum Budgetary Control Module and respond to queries relating to budgets.ย 

ย 10. Support training and capacity building:

Contribute to the knowledge management function for Quantum ERP Cloud Solution Portfolio and Project Managementย Stream (PPM) in the ECA region. Identify and document best practices and lessons learned from the region and ensure dissemination with UN Women offices and partners. Provide technical inputs to relevant knowledge networks and communities of practice.

Functional Competencies:

Recruitment Qualifications:

Experience:ย 

At least 2 years of demonstrated experience in providing budget and finance management support to programmes/projects;ย  Demonstrated experience using an ERP system is required.ย ย  Demonstrated experience at developing detailed budget reports for senior management is required.ย  Demonstrated experience in supporting more than one office simultaneously is desirable.ย  Demonstrated budget and finance experience of working in a regional or multi-country context is desirable;ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย 

Languages:ย 

Fluency in English is required.ย  Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
