It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEPโs Climate Change Division, GEF Climate Mitigation Unit, Mitigation Branch, Europe and Central Asia team, and will be home-based. UNEPโs Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Europe, Central Asia, and Africa. The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The Climate Change Division, in its role as an implementing agency, provides oversight and ensures adherence to GEF guidelines. The Capacity Building Initiative for Transparency projects in Azerbaijan and Eswatini require a consultant to conduct two Terminal Reviews. The consultant will report to the GEF Climate Mitigation Office, UNEP. The consultant will be responsible for the Terminal Reviews and will report to the Task Manager (Global, Europe, and Central Asia portfolio), and the Task Manager Africa Portfolio, GEF Climate Mitigation Unit, ensuring timely delivery of the outputs as outlined in the overall Terms of Reference of the reviews. The consultant will lead the design of the Terminal Reviews, data collection and analysis, and report writing. Specific tasks and responsibilities โข Author and lead the terminal review for the aforementioned projects per GEF and UNEP policies. โข Overall responsibility for undertaking the review and preparing the final report in English โข Evaluation of all project elements per UNEP evaluation office guidance documents. โข Deliverables to be prepared following UNEP evaluation office template More specifically, for each project: Undertake the inception phase of the review, including: 1. Conduct project desk reviews and collate information from the project teams 2. Draft the reconstructed Theory of Change of the projects 3. Prepare the Terminal Review Framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception report for review to be approved by the GEF Climate Mitigation Unit Coordination of the data collection and analysis phase of the Terminal Review, including: 1. Conduct further desk reviews and in-depth interviews with project implementing and executing agencies, project partners, and stakeholders of the project 2. Information collection, surveys, data analysis 3. Regularly report back to the GEF Climate Mitigation Unit on progress. Coordination of the reporting phase, including: 1. Prepare a presentation on preliminary findings 2. Draft the Main Terminal Review report, ensuring it is consistent with the guidelines provided both in substance and style 3. Liaise with the UNEP GEF Climate Mitigation Unit on comments received and ensure that comments are taken into account during the finalization of the Main Terminal Review report and approved 4. Prepare Response to Comments annexes for the main report, listing those comments not accepted and indicating the reason for their rejection. Managing internal and external relations of the review team, including: 1. Maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. Communicate in a timely manner with the UNEP GEF Climate Mitigation Office on any issues requiring attention and intervention. The terminal review consultant will be selected and recruited by the UNEP GEF Climate Mitigation Unit through an individual Special Service Agreement (SSA) consultancy contract. Qualifications/special skillsAcademic: โข An advanced university degree in economics, environmental sciences, management, or a related discipline is required; โข A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree; โข Minimum of 5 years of experience working on evaluations and monitoring of development projects in developing countries is required ; โข Experience in working with national governments in Europe and Central Asia region, and/or Africa or developing countries is required; โข Experience working on technical aspects of projects in the environmental / climate change sector in Europe, Central Asia, and /or Africa is desirable; Languagesโข English and French are the working languages of the United Nations Secretariat.
