The consultant will have a crucial role with strategic planning, monitoring and follow-up of compliance with the project results framework facilitating evidence-based strategic and operational decision-making. Specific tasks and responsabilities โข Under the guidance of the Specialist, the Technical Consultant will collaborate to the development of a monitoring and evaluation framework that includes key performance indicators (KPIs), tools and methodologies to assess project progress. โข Participate in the implementation of the M&E system in collaboration with the different units of the project. โข Under the guidance of specialists from the project units, collaborate with field data collection, conduct quantitative and qualitative analyses, and generate periodic evaluation reports. โข Provide technical expertise in training project staff and implementing partners in M&E techniques, ensuring a proper understanding of the processes and tools. โข Provide feedback based on M&E results for continuous improvement of project activities. โข Prepare detailed reports and executive summaries for presentations to stakeholders, ensuring that M&E results are effectively communicated. โข Technically advise external audits and evaluations of the project, ensuring the availability of accurate data and the cooperation of the personnel involved. โข Develop and update the project's M&E plan, ensuring alignment with the project's strategic objectives. โข Collaborate with the planning team to integrate M&E activities into the project's annual operating plan. โข Participate in the development of annual operational plans based on M&E results, ensuring that operational plans include clear targets, performance indicators and realistic timelines. โข Collaborate with the monitoring and adjustment of annual operating plans as needed to ensure compliance with project objectives. โข Alert and identify potential risks related to project implementation and develop mitigation plans. โข Monitor the development of risk mitigation plans and suggest adjustments as needed. โข Accompany field missions for on-site review of the Project's activities, prepare reports and monitor compliance with the recommendations indicated to the implementing partners. Work LocationAsunciรณn, Paraguay Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the world's leading environmental authority setting the global environmental agenda, promoting the coherent application of the environmental dimension of sustainable development within the United Nations system, and acting as an authoritative advocate for the global environment. Its mandate is to coordinate consensus-building on environmental policies by keeping the global environment under review and bringing emerging issues to the attention of Governments and the international community for action. The UNEP Office for Latin America and the Caribbean (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-term Strategy and Programme of Work adopted by the United Nations Environment Assembly (UNEA). In November 2019 and with the support of UNEP, the Green Climate Fund approved a disbursement of $50 million for Paraguay in Payments for Results (RBB), for the deforestation avoided during the period 2015-2017. The implementation of the PBR programme in Paraguay, called the \"Paraguay + Verde\" project, is carried out jointly by the UN-REDD Programme agencies (UNDP, UNEP and FAO) with the administrative support of UNOPS offices. The Paraguay + Verde project will support the generation of further reductions in CO2 emissions through the implementation of the National Forest Strategy for Sustainable Growth (ENBCS). The project has a component of strengthening the capacities of State institutions for the monitoring and management of forests, including the development and implementation of early warning systems for fires and deforestation, territorial planning and the participation of indigenous peoples, the private sector and rural communities, as well as the promotion of sustainable forest management and the promotion of good agricultural and livestock practices. In addition, the project will promote the National Climate Change Fund and the construction of economic development instruments that result in the reduction of emissions from deforestation and/or forest degradation. The Project has a Project Execution Unit for the coordination of actions carried out through the United Nations Agency of the UN REDD+ Programme and in close communication with the Directorate of Strategic Planning of the Ministry of Environment and Sustainable Development (MADES), as well as in coordination and collaboration with other institutions, government agencies and entities linked to the Project and the achievement of the objectives. (INFONA, INDI, MAG, MEF, among others). To strengthen the Project Executing Unit, the need to incorporate a Monitoring and Evaluation Consultant has been identified as crucial to ensure that the Paraguay + Verde project not only meets its objectives and goals but also conforms to the highest standards of transparency and accountability. This role will complement the programmatic technical assistance and knowledge management functions by providing a clear, data-driven view of project progress, identifying areas for improvement, and ensuring informed decision-making. In addition, it will allow for internal capacity building and ensure that interventions are sustainable and aligned with the project's strategic objectives and international standards. The planning, monitoring and evaluation of the project is particularly complex due to the participation of three (3) agencies and six (6) public institutions in the execution of the project, which generates a large flow of information for monitoring and evaluation, generating the need for this contract.
