The Resource Management and Information Division of the Fiscal Affairs Department (FADRM) is seeking to fill a contractual position of Technical Assistance Officer (TAO).
Since 1964, the Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) has provided expertise on fiscal policy and management. FAD monitors and analyzes global fiscal trends, advises IMF member countries on fiscal issues, and contributes to the design and implementation of IMF-supported programs. Building on its extensive analytical work, FAD provides capacity development (CD) to enhance fiscal performance and strengthen fiscal institutions of IMF member countries.
FADRM oversees the financial and administrative management of the department, support initiatives related to CD strategy and management, develop tools and processes to improve productivity and efficiency, and coordinate initiatives to leverage FAD’s unique information and knowledge assets.
Working closely with the management of FADRM and FAD divisions in charge of CD delivery, the TAO will support the administrative and financial management of a portfolio of funding programs, financing the delivery of fiscal CD. This role encompasses: (i) supporting mobilization of partners financing, including preparing project proposals and budgets, in coordination with other FAD divisions and other departments, (ii) managing a funding programs portfolio to support the delivery of fiscal CD, (iii) coordinating performance and financial reporting related to funding programs; (iv) supporting evaluations of funding programs, and (v) advising project managers on policies related to CD financing. In addition, the TAO is expected to contribute to initiatives on CD matters, including resource mobilization and dissemination of the main results of the funding programs.
Qualifications
Educational development, typically acquired by the completion of an advanced university degree in public administration, economics, finance, accounting, or related field, or a Certified Public Accountant (CPA) or similar professional certification, or equivalent; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience is required.
Experience within a ministry of finance, international financial institution, international organization, development partner, or consulting firm is highly desirable. The applicants should have practical experience of (i) projects budget formulation and management and (ii) results-based management. Preference will be given to candidates who have managed or participated in the delivery or oversight of capacity development programs, ideally in the fiscal area.
In addition, this role requires excellent analytical and quantitative skills; experience in planning and project management; strong oral and written communication skills in English; ability to set priorities, work under pressure, and manage concurrent tasks within tight deadlines; and ability to be part of a team or work independently.
This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
