The Technical Advisor III, Malaria is an advanced subject matter expert who sets technical design and direction and consults for the full scope of complex malaria programming, primarily for the Meeting Targets and Maintaining Epidemic Control (EpiC) project from start-up and workplan development through implementation. The Technical Advisor III, Malaria will ensure quality of malaria program design and implementation across existing projects and new buy-ins. Sets agenda to guide the investment of resources in malaria and related technical areas. Oversees all aspects of malaria scope/work globally. Establishes and monitors best practices related to malaria and leads business development. Leads staff membersโ€™ development and mentoring and is responsible for the overall budget and regulatory compliance. The Technical Advisor III, Malaria will be the main point of contact with donors and stakeholders on malaria matters. Leads large complex technical components of the organization and is accountable for developing the technical, strategic, and operational plans, goals, and policies related to malaria.

Technical Requirements:

  • Addresses emerging challenges in malaria program design and implementation that are routine in nature and are standard procedures and policies.

  • Exercises judgment in performing duties, in compliance with FHI 360, US. Department of State (DoS), and other defined policies and guidelines.

  • Provides strategic technical leadership, direction, input, and oversight for global malaria program activities, including the development of detailed workplans, timelines, and operational framework; review of reports; participation in remote coordination calls; and troubleshooting implementation challenges.

  • Ensures alignment of global programming with national malaria control programs, DoS, and implementing partners to ensure strategic coherence and responsiveness.

  • Serves as the strategic focus for all EpiC country malaria programs, including supporting identification, prioritization, and documentation of lifesaving malaria services to be implemented under EpiC, including case management, chemoprevention, training, supervision, and community health worker support.

  • Considers a technical expert in global malaria programming by internal and external entities.

  • Develops and advises on local, national, and / or regional guidelines and normative policies for malaria service delivery and programming

  • Interprets findings and makes recommendations for improvements in malaria outcomes across supported countries.

  • Leads and coordinates malaria start-up activities in new buy-in countries, including conducting orientations on EpiC malaria program priorities, country context, and scope; developing workplans, timelines, and operational frameworks; and hiring local technical staff.

  • Oversees the creation of technical portions of malaria program designs within the given resource and financial constraints, while coordinating across internal technical teams (HIV, MCH, Nutrition, GHS) to ensure malaria integration and alignment.

  • Provides technical support to country teams and sub-partners to ensure high-quality malaria programming including through regular meetings, supporting local technical and SI staff recruitment, orientations, trainings, program oversight, coordination and communication around technical activities, collaboration with SI and program management teams, and supporting donor and client communications, among others.

  • Provides technical leadership in design, development, planning, implementation; and capacity- building of malaria projects.

  • Ensures technical implementation of malaria projects is consistent with best practices in the industry / subject and meet client / funder contractual obligations

  • Develops innovative strategies and tools for the design and implementation of critical malaria programming

  • Continually maintains dialogue and technical exchange regarding global malaria programming with counterparts and technical staff members of donor organizations and implementing partners.

  • Leads proposal research and design related to malaria programming.

  • Develops and maintains relationships with potential clients / funders, partners, peers, etc. to develop new business.

  • Sets the strategy for driving new technical business for global malaria programming.

  • Maintains collaborative relationships with donor / client organizations, and relevant government agencies, bilateral and other NGOs (non-governmental organizations) and consistently maintained and viewed as a knowledgeable resource in malaria

  • Participates in client / funder meetings and draft reports / presentations.

  • Ensures that staff members are qualified for delegated tasks.

  • Prepares sponsor financial and technical reports

  • Leads the presentation of deliverables, output, and results to donors/sponsors

  • Leads the development of peer reviewed publications and external communications arising from malaria work

  • Ensures the accuracy and English correctness of all reports / outputs

  • Reviews, analyzes, and evaluates the effectiveness of the technical components of malaria projects and makes recommendations for enhancements
