OVERVIEW

NIWL implements a wide of education and workforce development projects which support individuals from historically underserved communities who may be impacted by poverty, displaced from education or the workforce, involved with the justice system, or experience systemic and institutional inequities. Through career readiness and exploration opportunities, post-secondary education preparation, apprenticeships, job training, and skill building programs, NIWL increases awareness of and access to various education and career pathways, the knowledge needed to pursue education and career goals, and the steps necessary for participants to achieve their full potential.

This position will assume a leadership role within NIWL to expand the apprenticeship and workforce portfolio and provide technical assistance, coaching, and support to staff and implementing partner organizations, including governmental entities, community-based organizations (CBOs), and the private sector, on a range of workforce development needs, including pre-apprenticeship and apprenticeship programs. Utilizing a matrix management approach, the position reports directly to the Director of Learning & Workforce Development and supervises a team.


JOB SUMMARY

Provides technical guidance on workforce development subject matter aspects, including pre-apprenticeships and apprenticeship programming and regulations, policies, projects, and delivery of service. Seeks new funding streams and contributes to the technical portions of proposals and project design. Leads project activities and sub activities and assists with project implementation. Ensures project activities are on track with work plans, and establishes systems with technical expertise informing project implementation. Assists in the development of reports and presentations. Successfully leads new business development initiatives including project design, budgeting, and recruitment efforts of new partners and teams (success is measured in terms of establishment of partnerships, recruitment of teams and overall quality of resulting proposals / initiatives). Supervises project team members.

RESPONSIBILITIES include but are not limited to:

Technical Expertise and Project Direction

Provides technical expertise and leadership in the areas of pre-apprenticeship, apprenticeship, and other workforce development aspects. Provides technical direction in the design, development, planning, implementation, and capacity-building of workforce development projects. Expert in apprenticeship processes and standards and employer outreach. Consistently viewed as a knowledgeable resource to improve policies and/or delivery of service. Ensures technical implementation and deliverables are consistent with best practices in the industry / subject and meet client / funder contractual obligations. Builds and maintains positive working relationships with governmental agencies, funders, partners/clients, and peers. Uses data to organize, analyze, summarize, and synthesize program or research findings for continuous program improvement and dissemination to technical and general audiences.

Capacity Building and Technical Assistance

Develops and implements technical training and capacity building interventions. Conducts analysis of program implementation and identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures. Manages the processes, services, planning, organizing, coordinating, and controlling of all technical resources for apprenticeship and workforce projects. Works closely with the project team to ensure activities and programming are implemented according to standard operating procedures (SOP).

Business Development

Conducts literature reviews. Conducts proposal research and participates in business development meetings with partners/clients. Develops strategies to grow the business. Drafts proposals, budgets, and work plans.

Collaboration & Communication

Supports leadership, senior staff and other technical advisors in coordination, management, and implementation of workforce projects. In a matrixed project environment, maintains strong working relationships and consistent communication with internal and external colleagues and program partners. Facilitates sessions and writes annual reports, briefs, guides, manuals, or other necessary materials to facilitate best practices, policies, and procedures to support successful reentry work and reduce recidivism.
