Work LocationHome Based Expected duration2.5 months Duties and ResponsibilitiesBackground The position is located in the Local2030 Coalition Secretariat, as part of the Global Solutions Division. The Global Solutions Division (GSD) provides programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards the effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training and supports capacity development of Member States and partners. The Local2030 Coalition is the UN system-wide mechanism to advance the crucial engagement of local stakeholders in a systematic way - a common space to mobilise, engage and empower every local actor, everywhere - towards the achievement of the SDGs. The Coalition is underpinned by the recognition that strategic and committed partnerships are key to ensure coherence and effectiveness. Inside the UN system, the Local2030 Coalition aims to strengthen coordination between the UN agencies' efforts and expand and deepen their partnerships with local actors to advance the SDGs. The Coalition is co-chaired by UN-Habitat (as the permanent co-Chair) and one other UN entity which rotates every two years (currently UNDP). UN-Habitat also serves as the Secretariat of the Local2030 Coalition. The Coalition is governed by a Steering Committee and supported by a UN Directors' Group which includes senior representatives from various UN Agencies, Offices, Funds and Programmes. The Executive Office of the Secretary-General (EOSG) closely accompanies and supports the work of the Local2030 Coalition. The United Nations Development Programme (UNDP) provides technical support and guidance to governments to design and implement more inclusive, resilient public policies aligned with the SDGs in approximately 170 countries and territories. UNDP, an active member of the Coalition, promotes territorial development as a key approach to advancing the localization of the SDGs. Within this framework, it supports local governments and other territorial actors in the implementation of innovative public policies, capacity building, and the promotion of solutions rooted in local realities. In Latin America and the Caribbean, UNDP has a long-standing tradition of supporting territorial development processes, with experiences that deserve to be documented, systematized, and shared with other countries, regions, and partners. In this regard, Local2030 and UNDP are interested in deepening and expanding their joint work, particularly in the Latin America and Caribbean region, focusing on the collection, documentation, and systematization of strategies, experiences, lessons, and innovations - presented as local development solutions - in territorial development and SDG localization, in order to capture the richness of the territorial development processes promoted in the region over the past decades, and inspire change in local development processes at all levels. The collaboration to generate this systematization aims to: i. Facilitate knowledge exchange on strategies, innovations, and good practices between countries and territories, in view of scaling up existing, successful local sustainable development solutions that can accelerate the implementation of the Agenda2030, ii. Highlight and promote these initiatives/solutions to foster new partnerships and alliances with public and private sector actors, civil society, academia, networks of local and regional governments, multilateral organizations, and others, iii. Provide useful inputs to inspire and inform the design and implementation of more effective, inclusive, and sustainable public policies and development and international cooperation initiatives at the local, national, and regional levels, iv. Generate evidence on the relevance of territorial development and SDG localization to influence global development processes. Once this systematization is completed, it is also proposed to jointly showcase it in relevant events and ensure it informs ongoing advocacy and capacity-building efforts from both organizations. Duties and Responsibilities The incumbent will be responsible for carrying out the systematization of relevant strategies and experiences in territorial development and SDG localization led by territorial actors in the Latin America and the Caribbean with the support of UNDP. This will include: โ€ข Developing a preliminary but comprehensive mapping of experiences by conducting a desk review of existing material and identifying and selecting the most relevant cases/solutions to be systematized โ€ข Documenting and analyzing those practical cases from countries in the Latin America and Caribbean region, which may include, among other elements: What was done, why it was done (what issue was being addressed), who was involved and how, what has been achieved, what challenges were faced and how they were addressed, what was not achieved, and what lessons can be applied in the future and in other countries/territories. โ€ข Preparing a narrative section (covering concepts, approaches, strategies on territorial development and SDG localization) that builds on findings from the analyzed practical cases โ€ข Preparing an executive summary and an engaging and concise presentation (in PowerPoint format or similar) to effectively summarize the narrative section and highlight lessons learned from the practical cases. To do this, the consultant will be responsible for engaging with the necessary stakeholders (Local 2030 Coalition Team, UNDP Regional Hub for Latin America and the Caribbean, Country Offices, subnational governments, and other actors) to gather and analyze the required information. The presentation of the solutions will be oriented towards inspiring action, stressing the success criteria and detailing step by step the key features of the processes, providing actionable recommendations for adaptation to other contexts and objectives, including through international knowledge exchange, capacity building efforts, and promotion in global fora. Reporting Line The position is located in the Local2030 Coalition Secretariat, as part of UN-Habitatโ€™s Global Solutions Division. The incumbent will be supervised by the Deputy Head of Secretariat of the Local2030 Coalition. The expert will work in close collaboration with the UNDP Regional Hub for Latin America and the Caribbean, particularly with the Inclusive Growth team, members of the Local2030 Coalition, and key partners involved in these global processes. Qualifications/special skillsAdvanced University Degree in political or social sciences, economics, international relations, development studies, or a related field is required. A minimum of five years of professional experience in local development or SDG localization is required. Previous experience conducting documentation and systematization of sustainable development processes is required. Experience with the UN system is desirable. Experience in Latin America and the Caribbean will be considered an asset. LanguagesFor the post advertised, fluency in oral and written Spanish and English are required.
