Description of the Assignment:
The consultant is expected to conduct a comprehensive review of both EHIS and AFA, assessing their functionality, interoperability, and effectiveness in supporting Eswatiniโs agricultural sector. This review will focus on enhancing the platformsโ capabilities, particularly in three key areas:
Innovative Finance Module: The consultant will evaluate existing financial tools and transaction mechanisms, ensuring seamless loan application processes, digital payment integration, and risk assessment features. The goal is to strengthen financial inclusion by optimizing credit accessibility, insurance solutions, and fintech-driven financing models for farmers and agribusinesses. Additionally, the consultant will engage key stakeholders, including the Eswatini FinTech Working Group (EFWG), to ensure that the Innovative Finance module is tested within safe sandboxes provided by the Central Bank of Eswatini. This controlled environment will allow for secure experimentation, regulatory compliance, and risk mitigation, ensuring that financial solutions are scalable, secure, and aligned with national fintech policies.Accounting Module: The consultant will assess the financial tracking and reporting functionalities, ensuring that farmers, traders, and financial institutions can manage transactions, monitor loan balances, and generate financial statements efficiently. The integration of automated accounting tools will be explored to enhance record-keeping, invoicing, and financial transparency within the platform.Market Module: The consultant will refine the market intelligence and value chain integration features, ensuring that farmers have real-time access to pricing trends, buyer demands, and supply chain analytics. Enhancements will focus on strengthening e-commerce capabilities, improving market linkages, and ensuring that farmers can connect directly with buyers, traders, and processors to maximize profitabilityThe Ideal Candidate should subscribe to the blow requirements: Have at least bachelorโs degree in computer science, Software Engineering, Information Systems, or a related field.Certifications in cloud computing, cybersecurity, and fintech solutions (AWS, Azure, blockchain, etc.) are an advantage.At least 10 years professional experience and proficiency in system architecture design, software development, API development, and database management.Proven track record of at least 5 successfully delivered system development projects using agile practices, including iterative development, continuous integration, and frequent collaboration with stakeholders.Proven knowledge of DevOps practices, test automation, and continuous delivery would be an advantage.Have the necessary technical infrastructure, resources, and tools to develop and deploy the digital platform effectively.Period of assignment/services: 6 Months (spread over 120 days)
