Responsibilities and Accountabilities
- Program Coordination and Oversight:
- Lead the planning, coordination, and implementation of shelter-related projects, ensuring alignment with program objectives and donor requirements.
2. Administrative and Financial Management:
Oversee all administrative and financial processes within the Shelter Unit, ensuring accurate budget management and timely financial reporting. Develop and maintain financial tracking systems to ensure proper utilization of resources and adherence to donor requirements. Coordinate with the finance unit for budget forecasting, expenditure tracking, and financial closure of projects.3. Project Planning and Implementation:
Design and implement project work plans, ensuring efficient use of resources and timely completion of project activities. Monitor project progress, identifying potential challenges, and implementing corrective actions as needed. Coordinate with logistics and procurement teams for the acquisition and management of project materials and supplies.4. Staff Supervision and Capacity Building:
Provide technical guidance and supervision to the Cash Assistant and Data Assistant, ensuring clear communication of roles and responsibilities. Conduct regular performance evaluations and support capacity-building initiatives to enhance staff competencies. Foster a collaborative and inclusive work environment within the Shelter Unit.5. Reporting and Documentation:
Prepare comprehensive project reports, sitreps, and briefing notes, ensuring accuracy and relevance of information. Maintain up-to-date project documentation, including financial records, activity logs, and beneficiary data. Develop and update project matrices, tracking progress and key performance indicators.6. Stakeholder Engagement and Representation:
Attend coordination meetings, workshops, and working groups. Build partnerships with local authorities, community representatives, and humanitarian partners to facilitate project implementation. Act as the primary liaison for shelter-related matters, advocating for the needs and rights of displaced populations.7. Quality Assurance and Compliance:
Ensure that shelter activities adhere to IOM standards, humanitarian principles, and protection guidelines. Conduct regular field visits to assess project impact, gather feedback, and ensure compliance with quality standards. Monitor risk factors and develop mitigation strategies to enhance the resilience and safety of project sites.8. Strategic Planning and Development:
Identify emerging needs and opportunities for shelter interventions, proposing innovative solutions to enhance program impact. Contribute to proposal development and donor engagement by providing technical inputs and project insights. Develop strategic approaches to improve shelter program sustainability and community involvement.9. Other Duties:
Perform any other related duties as assigned to support the effective functioning of the Shelter Unit.Required Qualifications and Experience
EDUCATION
Bachelorโs degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with two years of relevant professional experience.EXPERIENCE
Experience in shelter and/or project management, preferably within the humanitarian sector or related fields. Experience managing shelter projects, including coordination with government entities, international organizations, and non-governmental organizations. Proven experience in financial management, administrative oversight, and budget tracking in a humanitarian context. Demonstrated experience in staff supervision and capacity building, particularly in managing cash assistance and data management roles. Prior experience with coordination and partnership building with local authorities, UN agencies, and community stakeholders. Experience in monitoring and evaluation, project reporting, and donor compliance. Previous experience in logistics and procurement planning is an advantage.SKILLS
In-depth knowledge of emergency and the broad range of migration-related subject areas dealt with by the Organization. Knowledge of UN and bilateral donor programming, as well as financial rules and regulations. Good negotiation skills and problem-solving skills. Excellent organizational and writing skills.Languages
