Context
In the last few years, IOM Portugal has played a proactive role in contributing to the upholding of rights of migrants subject to immigration detention, aligning with international human rights standards, which also includes advocating for alternatives to detention.ย
In addition to providing capacity building to entities within the immigration detention continuum, IOM Portugal is also present in detention facilities with the purpose of informing migrants on their rights.ย
Through improved access to information, capacity building, informed migrants and authorities, as well as viable alternatives to detention, IOM is thus supporting Portugal in implementing objective 13 of the Global Compact on Migration.
Under the overall supervision of the Head of Office (HoO) in Portugal, the direct supervision of the Senior Project Associate and in collaboration with the project team, the Project Associate, will be responsible and accountable for assisting the implementation of the activities that are part of IOMโs services within the Project โRights without borders: Cooperating for human rights strengthening in immigration detention centres in Portugalโ, including regularly visiting immigration detention facilities namely in Lisbon and Faro to carry out project activities.
- Revise and adjust assessment questionnaires and apply them through interviews to map the capacity-building needs of staff working at the administrative detention center;
- Prepare and participate in capacity building activities for border guards and other relevant stakeholders working within the detention context;
- Revise and adjust the content of existing materials to the specific context of the project;
- Prepare and update relevant information material for migrants on legal procedures and mechanisms on regular migration as well as on the risks of migrating irregularly;
- Support in the organization of group sessions with detained migrants;
- Prepare short reports on detention conditions based on interviews, surveys and visits in line with applicable human rights standards;
- Prepare the methodology and the programme for the mapping of alternatives to detention in Portugal;
- Organize and participate in a workshop on alternatives to detention;
- Prepare project reports;
- Visit detention centres when necessary;
- Assist the preparation of a monitoring visit;
- Perform any other duties as may be assigned. Education
- A secondary school diploma from an accredited educational institution with minimum five years of relevant work experience; or Bachelorโs degree or equivalent or higher, with minimum three years of relevant work experience;ย
- Masterโs Degree in Law, Political Sciences, International Relations would be a distinctive advantage.ย Accredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience
- A secondary school diploma from an accredited educational institution with minimum 5 years of relevant work experience; or Bachelorโs degree or equivalent or higher, with minimum 3 years of relevant work experience;ย
