Established in 1959, the Inter-American Development Bank (โ€œIDBโ€ or โ€œBankโ€) is the main source of financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries. In 2016, the Inter-American Development Bank (IDB), the United Kingdomโ€™s Foreign, Commonwealth & Development Office (FCDO), the Caribbean Development Bank (CDB) and the Government of Canada have established a co-financing facility called โ€œThe Compete Caribbean Partnership Facilityโ€ (GN-2851), which is a continuation of the Compete Caribbean Program that funded over 100 private sector development projects over the period 2010-2016 in the Caribbean. These projects generated nearly 12,000 jobs, a 23% increase in exports (USD$37M) and a 41% increase in the revenue of participating firms and clusters (USD$153M), as well as an improvement in the business climate for some countries through policy or regulatory reforms. The purpose of the Compete Caribbean Partnership Facility (CCPF) is to drive inclusive and sustainable economic growth through greater competitiveness and innovation in the private sector of 13 Caribbean countries[1].

The Caribbean is home to True Trinitario Fine Cacao, which is globally recognized for its unique qualities and traits that are highly sought after by artisan chocolatiers and gourmet chefs. Today, consumers are paying closer attention to the quality and traceability of the products they purchase, and producers have duly taken note.

The Organic Caribbean Fine Cocoa Cluster (OCFCC), supported by the Compete Caribbean Partnership Facility (CCPF), aims to act as a catalyst for sustainable growth of the cocoa industry in the Caribbean, and meet this rapidly growing demand by being industry leaders as follows:

1. Be a trusted supplier of organic cocoa, cocoa derivatives, and bio stimulants.

2. Improve transparency and traceability of organic cocoa by taking a digital-first approach to product and supply-chain management.

3. Match supply with demand regionally and globally by utilizing our collective business acumen.

4. Build an open system of knowledge-sharing amongst farmers and experts in the field.

The global cocoa industry is expected to grow to USD $68 billion by 2025, some $600 million of which is predicted to go to organic cocoa specifically. By forging partnerships with regional farms, bringing them up to organic certification standards, weโ€™ll not only tap into a rapidly growing market, but will positively affect the development of the region in social, environmental and economic dimensions.

About this position

The Compete Caribbean Partnership Facility (CCPF) is seeking a dedicated consultant to develop a sustainability and resource mobilization strategy for the Organic Fine or Flavor Cocoa Cluster in Trinidad and Tobago who are represented by the Original Trinitario Cocoa Education Foundation (OTC).

What youโ€™ll do

The objective of this consultancy is to develop a range of sustainability and continuity related strategies that will support the OCFCC in building sustainability through increased partnerships and membership, and through the alignment of new strategic partnerships with corporate donors and international development agencies.

This consultancy will build on the achievements accomplished thus far and integrate the existing building blocks under the OCFCC project into a cohesive and targeted roadmap to ensure long-term sustainability of the cluster.


1. Develop a sustainability strategy for the OCFCC and Original Trinitario Cocoa Education Foundation, which should address, at a minimum the following elements:

  • Increasing membership via the development of a bespoke social media outreach and partnership engagement strategy for the OTC that will help the organization grow its membership and identify and engage new strategic partners.
  • Conceptualize and guide the execution of a tailored OTC fundraising campaign, including asset production.
  • Outline a series of fundraising materials (print and digital) that need to be produced to secure funding/raise the profile of the OTC including website content catalog/toolkit for 2024 through the creation of a social media content calendar using existing photography and videography materials.
  • Assist in the planning, promotion and execution of a virtual regional stakeholder symposium for the launch of OTC fundraising and sustainability campaign.
  • Develop the OTC new cluster member outreach strategy and support the onboarding of new members.

    2. Develop a resource mobilization strategy to support the OTC by mapping donor interests, priorities, funding windows and point to clear actions that should be taken to mobilize funds and develop/maintain relationships with new and potential donors.
    3. Develop and execute a proposal writing training workshop for members of the OCFCC.

    Deliverables and Payments Timeline

    All deliverables will be reviewed by the Project Steering Committee and must be approved by Compete Caribbean prior to payment. The consultant will submit the following deliverables:

    1. Detailed Inception Report and Work Plan including timelines.

    2. Draft OTC Sustainability Strategy with the following elements:

    • OTC Social media engagement strategy and social media toolkit and content calendar
    • OTC fundraising strategy and campaign
    • OTC resource mobilization strategy which includes an overview of the situation, a critical analysis of past fundraising experience, exploration of future opportunities and strategies, and detailed workflow and plan on how the OTC will raise funds to support the achievement of its key results.
    • An annex that maps donor interests, priorities, funding windows, typical funding amounts, focal points, samples of successful project applications, and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with donors.
    • An annex that outlines a series of fundraising materials (print and digital) that need to be produced to secure funding/raise the profile of the OTC results, including website content.
    • A high-level dashboard providing a single consolidated view of all fundraising activities from initial concept through the various stages to funding secured and then funding disbursement and project implementation accompanied by an action plan.
    • Development of OTC advisory/consulting offering and integration on existing OTC website

      3. Implementation of training workshop on Proposal Writing to the OCFCC

      • Completed training and report of completed training including the list of participants and participants assessment.

        4. Final OTC Sustainability Strategy with the following elements:

        • Completed regional knowledge sharing symposium and new cluster member outreach strategy development and onboarding.
        • OTC media & film festival strategy development.
