Scope and Context

IOM in South Sudan has a broad range of Programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian Response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and Support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and Management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian Response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support and the Management of a Rapid Response Fund.ย 

Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page Issues, Transition and Recovery, Transhumance Conflict Prevention, Community-based Violence Reduction, Community Development and Migration Management.

Under the overall supervision of the Head of Supply Chain Unit in South Sudan and direct supervision of the Supply Chain Officer and in collaboration with relevant units in Juba, South Sudan, the ย Supply Chain Assistant will be responsible and accountable for the procurement of supplies, services and works of IOM Country Office, Juba.

Carry out procurement for IOM satellite office in accordance with IOM procurement procedures and mission procurement guidelines. Solicit and analyze bids for conformity to specified requirements, participate in supplier appraisals and selection, taking under consideration the value of money, quality, compatibility, payment method, warranty, after selling services, and the company profile / reputation. Adhere to systems/procedures for procurement, supply and transport, documentation, storage and warehousing, equipment up-grading for IOM sub-Office. Follow-up on purchase orders status and keep customers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions. Conduct first review of vendor invoices to ย verify compliance with POs/Contracts and goods/works/services received. Submit with supporting documentation Payment Requests to the main office. Ensure that all contracting, procurement files are systematically archived and managed with proper labeling. Assist in the implementation, controlling and monitoring aspects related to warehousing needs to support IOMโ€™s humanitarian activities within the sub-office.ย  Maintain IOM Sub Offices asset inventory records and regularly update inventory database. Ensure assets received through procurement or donation are duly registered and inventory tags are affixed on each asset; Issues/transfers program assets as per supply request approved by Logistics Officer and maintains complete recording of asset assignment forms manually as well as electronically. Maintain appropriate records regarding assets theft / damage/lostย  and follow up on actions are made; Ensure as inventory controller that program related assets transactions are made in WAVE in timely manner and in accordance IOM rules and regulations Assist in the coordination of vehicle controls,ย  monitoring work of drivers, andย  coordination of staff movements for all IOM South Sudan Sub-Offices. As necessary, coordinate between IOM South Sudan and IOM Sudan procurement at the request and direction of the Head of Sub-office. Undertake any other duties within the incumbentโ€™s capabilities that might be assigned by management. Education University degree from an accredited academic institution in supply chain management, logistics, administration, or related field of study with minimum of ย three years of professional experience, or ย School diploma withย  five years of professional experience ย  Experience Completed college diploma from an accredited academic institution in supply chain management, logistics, administration, or related field of study with minimum of 4 years of professional experience Excellent level of computer literacy and good knowledge of SAP/PRISM/WAVE required. Skills Team-oriented, but able to work well individually Experience and interest in working in a remote location Strong internet and computer skills Previous experience in supply Chain and Logistics with international organizations, UN is an advantage Languages

The Candidate should have good verbal and written English skills.

The Candidate should be fluent in verbal Juba Arabic.
