Setting and ReportingThe Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. The Strategic Communications Officer will report to the Chief, Strategic Planning Service. The focus of the function is to lead the implementation, monitoring and evaluation of strategic communication and innovation programmes, operations and other related activities. For more information on the Department, and how we make an impact on the world in enabling the achievement of SDGs, visit: https://www.un.org/undss/ ResponsibilitiesWithin delegated authority, the Strategic Communications Officer is responsible for the following duties: โ€ข Takes the lead in strategy, planning, development and implementation of large, complex strategic communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.) in support of the Departmentโ€™s vision and strategic objectives; where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. โ€ข Identifies innovative tools, methods, and sources, and seeks partnerships and other assistance for enhancing the Departmentโ€™s positioning, visibility and reputation as an efficient, effective and inclusive entity. โ€ข Provides strategic advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches, including on how to use innovative technological tools to increase the effectiveness of the Departmentโ€™s operations, communications and outreach; anticipates and resolves communications/public relations issues/problems. โ€ข Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives. โ€ข Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives. โ€ข Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers. โ€ข Evaluates results and impact of strategic communications activities; reports on developments, trends and attitudes regarding the UN. โ€ข Represents the institution in meetings and conferences as requested; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, briefings, interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization. โ€ข Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities. โ€ข Manages publications programme; produces materials for print/electronic/voice/visual media. โ€ข Manages the day-to-day operation of the Departmentโ€™s strategic communications unit to include directing a team of public information staff and/or mentoring and supervising the work of junior officers, preparing work plans and budget submissions for the team, establishing and/or coordinating training programmes for unit staff and monitoring and evaluating results of the team. โ€ข Performs other duties as required. Work ExperienceA minimum of seven years of progressively responsible experience in strategic communications, public information, journalism, international relations, public administration or related area is required. Experience in the design, implementation and monitoring of large scale outreach and strategic communications campaign is required. Experience with the use of data analytics, artificial intelligence and other related technologies for strategic communications is required. Experience with strategic communications for organizational change is desirable. Experience in the design, use and monitoring of innovative tools and processes for organizational impact is desirable.
