Qualifications
Background
The SSA Project Engineer works under the supervision of the Technical Officer, Climate Change and Health at the WHO Kiribati Country Liaison Office. S/he receives technical guidance from the supervisor and will be responsible for implementing Climate Resilient and Environmentally Sustainable Healthcare Facilities (CRESHCF) interventions in target healthcare facilities in the outer islands by providing technical inputs to its planning, ensuring the projectโs compliance with applicable building codes, regulations, policies, quality standards, and specifications, and providing oversight, monitoring, and evaluation of CRESHCF implementation. The incumbent is expected to work independently but can escalate complex issues and cases to the supervisor and to the Country Liaison Officer (CLO).
Job Description
- Provide overall technical support in planning, coordinating, and monitoring the implementation of the CRESHCF interventions, including but not limited to the renovation of selected healthcare facilities, the installation of solar energy systems, and the retrofitting of rainwater harvesting systems.
Expected results:- Conducted needs assessments of the planned CRESHCF intervention.
- Developed detailed workplan that includes tasks, timelines, resources and budget.
ย - Assist the project team in developing the APW and RFP for tender advertisement and provide technical advice to the WHO Procurement Committee on evaluating tender documents.
Expected results:- Drafted APW and RFP for tender advertisement.
- Provided technical advice to the WHO local procurement committee during the technical and financial evaluation of bid documents for CRESHCF interventions.
ย - Coordinate with the Ministry of Infrastructure and Sustainable Energy (MISE) to conduct scoping assessments, review Bills of Quantities (BOQ), carry out periodic quality assurance inspections, and prepare progress and completion reports for healthcare facility refurbishments, ensuring works align with plans, timelines, and quality standards outlined in the APW and RFP.
Expected results:- Healthcare facility refurbishment works are completed according to approved designs, Bills of Quantities (BOQ), and specifications, meeting quality standards outlined in the APW and RFP.
- Timely and accurate progress and completion reports are submitted, enabling effective monitoring and ensuring that all works are delivered within agreed timelines.
ย Conduct training on the Environmental and Social Risk Management Plan (ESRMP) to build capacity among stakeholders for effective implementation and compliance with environmental and social safeguards.
Expected results:
- A detailed report summarizing the training sessions, participant attendance, key discussions, and recommendations for follow-up actions.
Educational and experience requirements:
Education
Essential: University degree in civil or structural engineering, building engineering, and any related field.
Desirable: A masterโs degree or professional qualification in any of the related field will be an advantage.Experience
Essential: At least two (2) years of relevant experience working with government projects such as building and maintenance of government buildings or healthcare facilities, especially working on outer island construction projects.ย
Desirable: Experience in project management and procurement is an added advantage.ยTechnical skills and knowledge

Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
