    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The Republic of Congo (ROC) Country Office will develop its next Country Strategic Plan (CSP) in line with the streamlined CSP development process approved in June 2025, ensuring alignment with the new WFP Strategic Plan, the Corporate Results Framework, and findings from the Country Strategic Programme Evaluation (CSPE).

    This process spans five phases โ€” inception, strategic design, technical design, HQ validation, and EB approval โ€” with an accelerated timeline of 9โ€“11 months from initiation to EB submission.

    The consultant will support the Country Director and ROC technical teams throughout all phases, ensuring full adherence to the streamlined process, high-quality products, and timely milestone delivery as per the approved ROC CSP timeline. The consultant will also reinforce the Research Assessment and Monitoring team with specific focus on food security systems strengthening

    Objectives of the Assignment

    • Lead and coordinate the full CSP formulation process from strategic inception to EB approval.
    • Ensure in-country facilitation of key consultative and design workshops.
    • Embed findings from the CSPE and other analyses into the CSP narrative, Theory of Change, and Results Framework.
    • Ensure alignment with WFP corporate guidance, the Strategic Plan, and funding/partnership strategies.

      Scope of Work & Key Deliverables -CSP

      Phase 1 โ€“ Inception (Nov 2025 โ€“ Feb 2026)

      • Conduct inception mission; agree workplan and stakeholder engagement strategy.
      • Lead Internal Stocktaking Workshop and Community Consultations.
      • Prepare CSP Outline, LoS (Line of Sight), and Theory of Change draft.
      • Coordinate Partner Roundtable & Government Workshop (Nov 2025).
      • Deliverable: CSP Inception Package (Outline, LoS, ToC, workshop reports).
      • Phase 2 โ€“ Strategic Design (Feb โ€“ March 2026)

        • Facilitate Formulation Workshop (Feb) โ€“ or earlier if CSPE results are ready in 2025.
        • Integrate CSPE findings into design process.
        • Finalise LoS, Theory of Change, and Strategic Outcomes.
        • Deliverable: Strategic Design Package ready for s-PRP submission.

          Phase 3 โ€“ Technical Design & HQ Validation (April โ€“ May 2026)
