Background

The World Health Organizationโ€™s Division of Pacific Technical Support (WHO-DPS) is seeking a qualified individual to serve as SSA for the Global Environmental Facility (GEF) โ€“ Least Developed Countries Fund (LDCF) Project, โ€œBuilding Resilience of Health Systems in Pacific Island Least Developed Countries to Climate Changeโ€ in Tuvalu from 2025 to 2027. The successful applicant will be assigned to the Ministry of Health and Social Welfare (MoHSW), Funafuti, Tuvalu, and will provide coordination and administrative support for the implementation of the identified activities in close coordination with the WHO Division of Pacific Technical Support (DPS) Pacific Climate Change and Environment team, WHO country team personnel in Tuvalu, the Ministry of Health and Social Welfare, key governmental technical staff, partners, and beneficiaries, with a particular focus on mobilising and garnering stakeholder support, supporting close monitoring of project timelines and activities and contributing to reports.

Job Description

Working closely with WHO (WHO Project Management Unit in Suva and WHO personnel in Tuvalu) and Ministry of Health and Social Welfare teams, the SSA will have the following responsibilities:

  1. Support the development of a detailed country-level workplan for engagement with stakeholders, aligning with existing climate change and health-related strategies/plans, ensuring synergies, and eliminating duplication, with ongoing activities of related projects;
  2. Support coordination of Project Management Unit (PMU), including attending regular meetings, reporting on country-level activities, note-taking and communications with PMU and Project Working Group members to fulfill objectives effectively and efficiently;
  3. Support the development and/or engagement with the national climate change and health technical working/advisory group (CC&H TWG), including development of agreed ToRs and organising and attending regular meetings to report on project activities (part of Outcome 1);
  4. Take lead on financial management and procurement tasks related to the Project in close coordination with the Ministry of Health and Social Welfare and WHO PMU in Suva;
  5. Communicate proactively with national counterparts, WHO staff and development partners to provide encouragement, identify problems, identify solutions, and implement efficiency improvements as needed;
  6. Help to identify project risks and implementation challenges, working closely with other team members to mitigate these risks and to identify solutions to address project needs effectively;
  7. Support the implementation of specific project activities, including but not limited to policy review and revision, awareness raising campaigns, trainings, and/or assessments, as needed;
  8. Input into the preparation of quarterly and annual reports;
  9. Support the planning and implementation of visibility and communication plans, including a country-level launch event, press releases, project briefs, and/or other activities;
  10. Review workplan regularly and update as needed, while considering risk management;
  11. Develop strong communication channels and systems for linkages between this work and other initiatives, development partners and civil society groups (including closely coordinating with project teams working on relevant related projects);
  12. Perform any other duties that may be assigned by the supervisor.

    Educational and experience requirements:

    Education

    Essential: A university degree (bachelors) in a relevant field, such as finance, management, accountancy, economics, or business administration, or any other related area.

    Desirable: An advanced degree in relevant field is desirable.ย 
    Training in business administration or programme management.ย 
    Training in the area of environmental health, environmental sciences, and/or climate change is a plus factor.

    Experience

    Essential: A minimum of two to seven years of relevant experience working in administration, project/ programme management/ coordination, undertaking administrative and managerial service provision, in compliance with related rules and procedures.

    Desirable: Experience in the field of climate change, environmental health or public health is a plus factor. Experience working with governmental and partner organizations, and report writing is a plus factor.

    Technical skills and knowledge

    Knowledge of project and workplan planning and implementation, including an understanding of timeline monitoring and risk management.
    Competent in using a computer, including MS Teams and/or Zoom, MS Excel, MS Word, and MS PowerPoint.
    Strong organizational skills and results management.
    Ability to work harmoniously as a member of a team and maintain a high standard of personal conduct.

    Languages

    Essential: Written and spoken fluency in English and Tuvaluan is essential.

    Details of the proposed position:

  13. Salary for this position will be based on qualifications and experience. The estimated starting remuneration is USD 24 000 per annum (AUD 36 744 per annum).
Duration of position: 9 months initially, with extensions possible up to the end of the project period (currently December 2027), linked to satisfactory performance.The position is for Tuvaluan nationals only, but the candidate may be required to travel periodically to the Fiji WHO Office in Suva.
