PROJECT BAGKGROUND
In Sri Lanka, GGGI is partnering with the Ministry of Environment to implement the GCF Readiness project titled โMobilizing International and Domestic Climate Finance and Private Investments for Climate Resilience in Sri Lankaโ. The project is designed to enhance institutional capacities at the national and provincial levels, strengthen frameworks for climate finance mobilization, and develop enabling conditions for private sector engagement in climate-resilient investments. The Project Coordinator will play a critical role in delivering provincial-level activities that contribute to the broader goals of the Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), and Provincial Adaptation Plans (PAPs).
This project builds directly upon GGGIโs earlier role as the delivery partner for the Green Climate Fund-supported National Adaptation Plan (NAP) Readiness project. That foundational initiative supported the development of institutional structures such as Provincial Climate Units (PCUs), Provincial Climate Boards (PCBs), and Sectoral Climate Cells (SCCs), and laid the groundwork for integrating climate adaptation into local governance. The current Readiness project serves as a second phaseโaugmenting and operationalizing these systems through more targeted capacity-building, deeper stakeholder engagement, and the establishment of climate finance access frameworks across national and subnational levels.
The National Designated Authority to the Green Climate Fund, through the Climate Change Secretariat, has nominated GGGI to be the technical delivery partner for this Readiness project. GGGI continues to work under the guidance of, and in close collaboration with, the Ministry of Environment to ensure strategic alignment, country ownership, and long-term sustainability of the interventions supported through this project.
POSITION SUMMARY
The Communications Consultant will support the effective dissemination and visibility of the aforementioned project by leading and coordinating communications, outreach, and knowledge-sharing activities. Working closely with the project team and in alignment with GGGIโs communications and knowledge management standards, the Consultant will be responsible for producing and managing high-quality communication materials across print, digital, and audiovisual formats. This includes developing content for web and social media, drafting press releases, documenting success stories, and supporting the creation of knowledge products such as policy briefs, technical papers, and learning documents.
The Consultant will also assist in organizing stakeholder engagement and awareness-raising events, designing presentation materials, and ensuring gender and social inclusion is mainstreamed across all outputs. Coordination with GGGI HQ and local partners will be key to ensuring consistent messaging and effective outreach across national and international platforms.
PURPOSE
The purpose of this consultancy is to support the effective communication and dissemination of the above-mentioned projectโs activities, outcomes, and knowledge products. The Communications Consultant will enhance the projectโs visibility and stakeholder engagement by developing high-quality content across various platforms, including web, social media, print, and multimedia. The role will ensure consistent messaging, contribute to awareness-raising efforts, and support the documentation and sharing of lessons learned, while integrating gender and social inclusion across all communications outputs.
ENGAGEMENT
Engage with stakeholders and develop press releases and news articles related to the project activities/events. Regular update the content on the GGGI Sri Lanka webpage/project we page and or NDA webpage. Document success stories and work with the HQ Communications and Knowledge Sharing team to publish and disseminate research and knowledge products across local and international channels. Identify and produce high quality communication materials including blogs, reports, multimedia presentations for internal as well as external audiences. Ensure that all communications materials produced fully integrate gender and social inclusion concepts. Ensure all written products are of high quality, well-researched, and aligned with GGGIโs knowledge management and communications standards. The knowledge products will be developed using prior agreed templates in accordance with GGGI guidelines.
DELIVERABLES AND OUTPUTS
Leading the development and implementation of all communication and knowledge material for the project. Assist in the project audiovisual and photography. Assist in developing layouts, templates, formats for reporting and presentations at events, workshops, conferences, etc., with local, regional and international stakeholders. Assist in the development of national and subnational stakeholder awareness raising events. Assist in the development of knowledge products which include technical papers, policy briefs, and learning papers associated with the project. Assist in the coordination of outreach activities Assist in preparing and publishing content on social media platforms and press releases to increase visibility of project activities and outcomes and maintaining a consistent flow of audience relevant content from country, regional, HQ offices (i.e., Twitter, LinkedIn and Facebook)
QUALIFICATIONS
Bachelor's Degree in communication, journalism, international relations, international development, environmental science, climate change or related field with at least 4 years work experience. Good understanding of the context of Sri Lanka. Excellent communication skills (writing) in English and as well as national languages particularly writing and/or editing experience in one or more fields related to green growth/environmental science/climate change. Experience in content production, including data analysis and copywriting. Working experience in publication production tools and applications. Strong interpersonal skills and ability to work collaboratively with colleagues from diverse cultural backgrounds. Prior experience in international organizations, development agencies, or the non-profit sector would be an advantage.

Strong organizational and time management skills with attention to detail. Ability to solve problems, multi-task, and manage time effectively under pressure. Ability to work independently with minimal supervision, while maintaining strong coordination with senior technical staff.

In order to be considered for the position, the candidate must meet the minimum qualification listed above. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. Interview and writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating aligned with selection criteria factors listed below:
