    Organizational Setting and Reporting Relationship

    The position of Social Development Officer is assigned to the Sri Lanka Resident Mission (SLRM) within the South Asia Department. You will be based at SLRM Office in Colombo, Sri Lanka.

    You will report to the Country Director, SLRM, and will work with HQ staff from the Human and Social Development (HSD) Sector Group and the Gender Equality Division (CCGE).

    Your Role

    As Social Development Officer, you will support activities on HSD; serve as the SLRM focal point to ensure that appropriate Gender Equality and Social Inclusion (GESI) priorities and concerns are included in the design of all projects across all sectors; and, assist SLRM in supporting ADB's strategic goals related to HSD and GESI and reflect these in the Sri Lanka's five-year Country Partnership Strategy (CPS) and the annual country programming exercise, based on which, the 3-year rolling assistance pipeline is updated.

    You will:

  • Support the design and administration of loan and grant projects, and TAs, provide inputs for relevant project documents, and background papers, prepare development effectiveness briefs highlighting the HSD and GESI dimensions of ADB's Sri Lanka program, to strengthen social sector development, promote social inclusion, and accelerate GESI outcomes in ADB operations.
Provide advice on gender equality/GESI assessment, action plans, project evaluations and outcome metrics. Support the implementation of gender assessment and action plans (GAAP/GESI) action plans in ADB projects, aligning with bank-wide gender mainstreaming guidelines and following requirements for Poverty and Social Analysis (PSA). Ensure regular tracking of GESI impacts in ADB projects by overseeing gender/GESI mainstreamed projects, maintaining up-to-date portfolio performance data and conducting regular follow-ups on GAAP implementation, including inputs to the ADB-wide Gender Equality Management System (GEMS). Participate in portfolio reviews, including quarterly and annual program review missions, to assess project status, identify challenges, and implement corrective and preventive measures. Evaluate GESI outcomes, capturing insights and lessons learned to strengthen ADB's gender and social inclusion strategies. Support analytical work and research on emerging GESI issues in Sri Lanka, focusing on the intersection of gender, social inclusion, and economic resilience. Provide policy advice to address GESI challenges in priority areas such as climate resilience, economic empowerment, and inclusive growth, contributing to equitable post-crisis development in Sri Lanka. Maintain regular contact with the government agencies, identify needs and deliver capacity development support for HSD and GESI to government's executing and implementing agencies. Produce periodic reports on assigned tasks and contribute to the preparation of knowledge products. Strengthen collaboration with other development partners in areas related to social sectors and GESI, explore potential areas of collaboration and help build and sustain relationship with clients. Help formulate the CPS and the 3-year rolling assistance program. Act as a focal point for ADB's engagement with civil society organizations.

Qualifications

You will need:

Bachelor's Degree in gender and development studies, economics, social work, or related fields; preferably with advanced training At least 8 years of relevant work experience in project formulation and project management focusing gender mainstreaming and social inclusion in the government or with any bilateral or multilateral agency or with any civil society organization. Knowledge of Sri Lanka's gender equality, social inclusion and development priorities and socio-economic challenges. Proficiency in English to compose and edit memos, presentation materials and other documents and coordinate with internal and external clients. Proficiency in organizing and reporting data using tools. Strong collaboration, teamwork skills and ability to develop rapport internally and externally in a multicultural environment. Additional Information

This opening is a local staff position. It is open only to nationals and residents of Sri Lanka.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (โ€œRecruitment and Appointmentโ€™). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
