Work LocationLusaka, Zambia Expected duration2 months Duties and ResponsibilitiesBackground The African Union Commission (AUC) lead the Africa Multi-Hazard Early Warning and Early Action System (AMHEWAS) Programme. Endorsed by AU Heads of states in 2022, AMHEWAS represents a significant step towards achieving the goals of the Sendai Framework for Disaster Risk Reduction 2015-2030. The programme's primary objective is to drastically increase the availability of and access to multi-hazard early warning and disaster risk information. This will play a crucial role in strengthening development, reducing poverty, and promoting resilience as outlined in AUC's Agenda 2063. A network of regional and continental Situation Rooms has been established under AMHEWAS and operationally exchange risk information on several hazards. With financial support from the Italian Government, the African Union Commission and United Nations Office for Disaster Risk Reduction (UNDRR), are partnering with the Government of Zambia through the Disaster Management and Mitigation Unit (DMMU) to establish a National Multi-Hazard Early Warning Situation Room that will improve the exchange of risk information among national authorities, SADC Humanitarian Operations Center (SHOC) and with the Continental AMHEWAS Situation Room . The National Situation Room in collaboration with other sector warning agencies will be responsible for monitoring of hazards that could potentially cause disasters and develop and disseminate warnings, inform response and Early Action. The Disaster Management and Mitigation Unit has allocated Space for the establishment of the Situation Room, therefore UNDRR is seeking a national consultant that will support DMMU in designing the national situation room. The consultant will design the situation room in collaboration with DMMU, AUC, SADC Humanitarian Emergency Operations Centre (SHOC), CIMA Research Foundation and UNDRR to develop technical specification and bill of quantity for modernizing the existing structure of DMMU Duties and Responsibilities: UNDRR is seeking a qualified and experienced consultant to develop the executive design of the situation room, the technical specification for equipment and professional furniture, the bill of quantity for civil and electrical works, as well as cabling. The Consultancy will work under the general supervision of the Early Warning and Risk coordinator from UNDRR Regional Office for Africa and work on daily basis with Director of Disaster Risk Management of DMMU and technical coordinators in AUC, CIMA and SHOC. The consultant will be required to: 1. Prepare a survey for the designated premises indicating dimensions, location of sockets for electricity and cabling. Description of the status of the rooms, including walls, windows, lighting, floor, etc. Prepare graphics and description. - 5 working days after the Signature of the contract 2. Develop the executive design, bill of quantity, timeline of execution for the preparation of the Situation Room and Meeting Room according to the general requirements that will be defined by Director of Disaster Risk Management of DMMU in coordination with UNDRR, AUC and partners - 15 working days 3. Develop technical specifications for IT equipment and professional furniture for at least two options. The technical specification should be in line with existing Situation Rooms of AMHEWAS and developed in consultation with Director of Disaster Risk Management of DMMU - 5 working days Qualifications/special skillsAdvanced university degree (masterโ€™s degree or equivalent) in civil engineering, Architecture, Interior design, Architectural Technology or another relevant field is required. A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Five (5) years years of relevant experience in civil engineering or architecture is required. LanguagesEnglish & French are the working languages in the United Nations. For this post, Fluency in Engllish is required.
