ย Background
A Shelter Cluster is an interagency mechanism coordinating shelter, settlements and shelter-related non-food items (NFIs) in humanitarian responses to internal displacements and disaster situations.ย It aims to ensure a coordinated approach to meeting shelter needs, thereby strengthening leadership, coordination and accountability in the shelter sector.ย At country level, the Cluster coordinates emergency shelter and NFI responses with Shelter Cluster partners, other clusters and government authorities, supporting the emergency response.ย The Cluster works within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster approach to perform a dedicated coordination, strategic development and advocacy function.ย NRC is the designated Shelter Cluster (SC) Lead Agency in Palestine, hosting the National Cluster and the sub-national clusters in Gaza and in the West Bank.
What we are looking for
NRC Palestine is looking for a Shelter Cluster Chairย who will be tasked with leading the development of the Shelter and NFI Cluster programme strategy, in coordination with the Strategic Advisor Group, building on lessons learned from the Shelter Cluster Partners and NRC Global Shelter and NFI experience. Additionally, they will be accountable for ensuring a well-resourced, coordinated and impactful Shelter and NFI Response across Palestine. NRC as the Shelter Cluster Lead agency is accountable for the Shelter Clustersโ resourcing and performance in delivering the response.

What you will do
Ensure effective, principled, and inclusive coordination of the shelter response in Palestine.
Supported by the sub-national coordinators, ensure regular updates are provided to Country Director.
Lead, facilitate and take guidance from the Strategic Advisory Group (SAG) who provide strategic direction to the cluster.
Ensure efficient and effective information exchange with Shelter Cluster partners related to shelter issues, situation analysis, gaps, planning, funding processes etc.
Represent and advocate for the Shelter Cluster at the National ICCG, establish bi-lateral relationships with key coordination fora, and support sub-cluster coordinators in establishing these relationships at sub-cluster level.
Represent and advocate for the interests of cluster partners to authorities, donors, stakeholders, and other coordination fora.ย
Ensure the provision of practical support, technical guidance and capacity building to Cluster partnersย
Cover for Gaza coordination in Gaza and in the West Bank, when Sub-cluster coordinator is on leave
Compliance and adherence to NRC policies, guidance, and procedures, and liaise with Country and Area Management team on logistical and safety matters.

What you will bring
Advanced University Degree (Master)ย in Civil/Structural/Architectural Engineering or another relevant field.Experience from working in complex and volatile contexts.
Minimum 10 years of Professional Experience in Shelter, Non-Food Items, at a managerial level in emergency and conflict and post conflict environments. At least 2 of the 10 years should be cluster co-chairing experience.
Has experience within the humanitarian architecture (cluster system) and with humanitarian appeals, humanitarian response plans and common humanitarian funds.
Proficiency in computer applications (MS Word, Excel).ย
Significant understanding of the Middle East humanitarian political, social and economic context and how this influences/challenges shelter cluster operations. Knowledge of Palestine context is added advantage.ย
Demonstrated experience in leading information management units and development of shelter technical guidelines/SOPs
Demonstrated experience is managing high-level engagements with external stakeholders, donors, diplomats, etcย
Fluency in English language is a must, both written and verbal.ย
What we offer:
Duty station:ย Jerusalem with travels to Gaza
Contract:12 months-renewable based on performance, need and fundingย
Travel:ย Approximately 30% to areas of operation
Salary/benefits: Grade 10 on NRCโs salary scale
