PROJECT OVERVIEW:
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiCโs GHS workplan.
EpiCโs GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025โ2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025โ2030.
JOB SUMMARY:
The Senior Technical Specialist, Strategic Information (SI), will provide overall technical leadership and oversight of Global Health Security (GHS) strategic information activities within the EpiC Philippines portfolio. This includes strengthening surveillance systems, supporting monitoring and operational research, and advancing data analysis, visualization, and use to guide decision-making.
The SI Specialist will play a pivotal role in reinforcing integrated surveillance across the human, animal, food, and environmental sectors by applying a One Health approach. The Specialist will work closely with the Department of Health (DOH), including the Epidemiology Bureau and Research Institute for Tropical Medicine (RITM), the Department of Agriculture (DA) and related agencies, academic and implementing partners, and multisectoral technical working groups to support national priorities and USG-funded GHS programming.
KEY RESPONSIBILITIES:
Technical Leadership & Strategic Direction
Provide technical leadership in the design, planning, implementation, and monitoring of SI activities focused on Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Outbreak and Health Emergency Preparedness and Response, Evidence-based Public Health Messaging and Community Engagement (EMCE), and Infection Prevention and Control (IPC)
Lead the development and refinement of frameworks, tools, and data systems to strengthen integrated surveillance and data sharing across One Health sectors including human health, animal health, food safety, and environmental health.
Ensure technical alignment with national priorities, including the National Action Plan for Health Security (NAPHS), Joint External Evaluation (JEE) findings, and USG Global Health Security priorities.
Technical Assistance & Capacity Strengthening
Provide technical assistance to national and regional institutions including DOH units, RITM, public health laboratories, Epidemiology and Surveillance Units (ESUs), DA/BAI, and sectoral field sites to strengthen data collection, management, analysis, visualization, and use .
Support the design, implementation, monitoring, reporting, and evaluation of disease surveillance systems across human and animal health sectors and assessments across relevant One Health sectors.
Lead the development and delivery of capacity-building activities, including training curricula, workshops, coaching, and mentorship for government and implementing partner staff.
Data Analysis, Reporting, and Dissemination
Coordinate the periodic review, synthesis, and interpretation of disease surveillance findings and transform complex data into actionable products, including dashboards, visual summaries, reports, and policy recommendations.
Support timely reporting of data to national and global platforms, including World Organisation for Animal Health (WOAH), and other reporting systems required by national or donor bodies.
Prepare technical briefs, quarterly and annual summaries, and presentations for Technical Working Groups, One Health platforms, DOH inter-agency mechanisms, and project leadership.
Program Implementation & Coordination
Serve as SI lead for EpiC/GHS workplan implementation and ensure integration of SI across project components including workforce development, laboratory systems strengthening, emergency response preparedness, and surveillance networks.
Provide technical backstopping and guidance to sub-awardees and implementing partners, including academic institutions, service providers, and NGOs responsible for surveillance and SI functions.
Collaborate closely with internal staff including Monitoring, Evaluation and Learning (MEL), laboratory specialists, risk communication advisors, and program staff to ensure cohesive planning and information flow.
Represent EpiC/GHS in national One Health coordination mechanisms, multisectoral working groups, and stakeholder consultations to support evidence-based policy and practice.

MINIMUM REQUIREMENTS:
Knowledge and experience of disease surveillance and other relevant health programs.
Proficient in statistical software packages (SAS/Stata/SPSS), WHONET and other bridging software.
Proactive in managing multiple tasks, managing and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
Excellent oral and written English and Nepali including documentation skills.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

Ability to travel domestically at least 25%
EDUCATION/EXPERIENCE:
Masterโs degree in public health, epidemiology, informatics, veterinary science, laboratory sciences, or other relevant field; OR bachelorโs degree with 7-9 years of progressively responsible experience in epidemiology or public health surveillance.
Experience designing, implementing, and/or supporting surveillance or operational research in public health or One Health settings.
Experience working with Philippineโs non-government organizations, private sectors government agencies โ including DOH, RITM, DA/BAI, FDA, DENR, or related national/subnational institutions โ is highly desirable.
Prior experience supporting USG-funded projects or multisectoral GHS initiatives preferred.
Experience in standard epidemiological and statistical methods/tools and with quantitative and qualitative research methods and surveillance.
Experience in translating data sets into easily accessible and useful information that supports the achievement of program objectives (e.g., using maps, dashboards, and visualization tools).
