Under the overall supervision of the Chief of Mission, the direct supervision of the Chief of Administration (EUBAM), and in close coordination with the EUBAM Head of Mission, and with technical supervision from the IOM Field Security Officer in Kyiv, the incumbent will assist in the safety and security management of EUBAM personnel and operations. The incumbent will support the implementation of appropriate procedures to facilitate the safety of EUBAM personnel and the protection ofย EUBAM premises and assets, including vehicles.
- In coordination with theย Chief of Administration (EUBAM)ย and the Head of Mission, support the implementation of security risk management measures, in line with IOM, UNDSS and EUBAM instructions, policies and frameworks, to help the identification and communication of potential security risks affecting personnel, premises, assets, and operations in Ukraine.
- Support the coordination and documentation of security and safety assessments of EUBAM facilities, and field operations. Contribute to identifying security risks and compiling related recommendations. Assist in gathering and disseminating safety and security information to relevant personnel.
- Assist in maintaining effective communication with host government security entities and other relevant agencies, Support the monitoring and maintenance of communication channels related to safety and security matters.
- Support the delivery of security briefings and learning activities, in line with UNSMS training standards. Assist in conducting security orientation sessions for newly assigned personnel.
- Provide assistance in drafting, updating and maintaining emergency and contingency plans (e.g., operation and medical evacuation, Business Continuity Plan (BCP), and emergency communications systems).ย
- Contribute to facility and operational safety/security assessments. Assist in compiling technical inputs on identified threats and verify that relevant information is disseminated to personnel. Support the review of staff movement tracking and accommodation security arrangements.
- Prepare draft security reports and briefs on incidents for review by the Chief of Administration and the Head of Mission. Support timely reporting of security incidents to local and/or national authorities, UNDSS, and the IOM SSU. Provide guidance on managing security incidents.
- Monitor the physical security of EUBAM premises and track the condition of security equipment. Assist in verifying the operational status of communications and safety equipment and maintain inventory records.
- Support the review of fire safety measures in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans. Assist in residential and office safety preparedness activities.
- Assist in gathering information related to security investigations and incidents involving EUBAM personnel or assets.ย Support follow-up on incidents such as arrests or breaches of conduct, under guidance of senior security staff.
- Perform such other duties as may be assigned. Education
- Bachelorโs degree in Security, Social Sciences, Law, International Studies or a related field from an accredited academic institution, with four years of relevant professional experience; or,
- High school diplomaย with six years of relevant professional experience.ย
- Successful completion of the UNDSS Field Security Associate (FSA) course is desirable. Experience
- Work experience supporting security management systems, law enforcement and military disciplines;
- Experience with the UN Security Management System (UNSMS) or Humanitarian security field is an advantage;
- Experience in providing security training to personnel is desirable;
- Experience in dealing with law enforcement and security agencies is desirable;ย
- Experience in liaising with security networks and counterparts in the region is an advantage;
- Experience in the use of radio communications is desirable. Skills
