Organizational Setting

The Department of Safeguards carries out the IAEAโ€™s duties and responsibilities as the worldโ€™s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.ย 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.ย 

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.ย

Main Purpose

The Senior Safeguards Information Analyst (Open Source) provides expert open source analysis on the nuclear fuel cycle to the IAEA's State evaluation process and for the IAEAโ€™s in-field verification activities, which provide the basis for the implementation of safeguards and the drawing of conclusions on States' compliance with their safeguards obligations.

Role

The Senior Safeguards Information Analyst (Open Source) is: 1) a leader of teams contributing to the State evaluation process and other complex analytical tasks; 2) a subject matter expert on open source collection and assessment, leading the regular review of safeguards relevant information and ensuring that it is efficiently processed and disseminated within the Department; and 3) a strategist, promoting innovative methods and tools to advance analytical capabilities.

Functions / Key Results Expected

Lead or participate in analytical teams comprising members of, inter alia, the Division of Information Management, the Division of Concepts and Planning and the Operations Divisions. These teams focus on solving particular science and technology problems.

Conduct and coordinate multiple analytical tasks simultaneously under time pressure, and pro-actively seek and develop new solutions to complex scientific problems.

Produce reports that incorporate in-depth analysis of safeguards relevant information in support of the IAEA's nuclear verification mission.ย 

Use expertise on open source techniques and the nuclear fuel cycle to assess the correctness and completeness of State declarations, paying special attention to whether there are indications of diversion of declared nuclear material or the presence of undeclared nuclear material or activities.

Contribute to the State evaluation process by determining if there are indicators of proliferation or noncompliance with safeguards agreements.

Participate in State evaluation working groups and contribute to the drafting of State evaluation reports.

Train, guide and direct staff in the collection and analysis of information pertinent to the nuclear fuel cycle and to proliferation pathways.

Lead the Section in developing, selecting, testing, and implementing new analytical concepts for the Department of Safeguards.

Mentor the Section staff on a broad range of open source topics relevant to the nuclear fuel cycle.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in sciences (e.g. physics, chemistry), technology (e.g. nuclear, mechanical or other engineering), or related to non-proliferation and analysis.

Bachelor's Degree - University degree in sciences (e.g. physics, chemistry), technology (e.g. nuclear, mechanical or other engineering), or related to non-proliferation and analysis, plus two additional years of relevant experience may be considered in lieu of an advanced degree.

Minimum of 10 years of experience in the nuclear industry or in nuclear non-proliferation, with a demonstrated ability to produce high-quality analytical reports.

Training or qualifications relevant to nuclear non-proliferation developed within a commercial, national authority, or international organization environment.

Strong background in multi-source analysis with the ability to incorporate the results of disparate analysis into an integrated analytical product.ย 

Proven experience in and knowledge of procedures for handling sensitive technical knowledge and issues on a State level.ย 

Experience with dual-use technologies relevant to nuclear non-proliferation, the potential applicability of nuclear research to nuclear weapons development, and delivery systems an asset.ย 

Experience in the use of advanced software for information analysis (e.g. network or link analysis) an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 54222*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment is subject to a satisfactory medical report.Staff members may be assigned to any location.Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
