Senior Recruitment Assistant

Organizational Setting and Work Relationships
The Affiliate Partnerships and Recruitment Section (APRS) functions under the Assignments and Talent Mobilization Service (ATMS) of the Division of Human Resources (DHR). DHR is a strategic, trusted and innovative partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all. Within this context, APRS' mission is to ensure that UNHCR can attract the best talent and the right person for the right job.
The Section is responsible for:
(i) Mobilizing talent, leading and facilitating the effective alignment of talent supply and demand, and the implementation of a recruitment strategy that enables UNHCR to aptly respond to current and future staffing needs for international professional positions. Managing profile-based recruitment (Talent Pool), Group 2, all external recruitment programmes (Job Openings and Temporary Appointments) as well as internships.
(ii) Managing the key process of onboarding (letters of offers) for short-term and fixed-term appointments in the international professional category, as well as proactively identifying, mitigating and preventing risks in recruitment through the systematic due diligence processes of grading and reference checks.
(iii) Providing policy support and guidance and contributing to UNHCR's oversight and effective management of its affiliate workforce including the UNV Programme, ICAs (UNOPS), Individual Consultants, Contractors, the JPO Scheme and Partnerships.
The incumbent under the supervision of the Head of Unit will assist in the administration of the recruitment and pipeline management process.
The incumbent is required to maintain highest level of confidentiality regarding all matters of posting, short listing and selection processes.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Assist the recruitment team in providing first line support to job applicants, candidates, and hiring managers.
- Assists with tasks that require data gathering, data compilation and elaboration of statistics.
- Maintain and update trackers and database for Talent pool (including Group 2), JOs, TAs and the combine spreadsheets (including Data Source).
- Assist in facilitating the processing of the vetting of different categories of candidates including testing.
- Assist in merging data from spreadsheets to MSRP.
- Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
- Draft correspondence and reports, as required, on general or specialized tasks which may be of a confidential nature within the assigned area of responsibility.
- Receive, read, register, and keep track of queries and correspondence on Recruitment and HR issues received from the Field Offices/Bureaux/divisions, seek guidance from relevant Unit/Section members and ensure feedback is given to correspondence received.
- Manage functional mailboxes.
- Provide assistance in job fair events by registering, preparing recruitment materials, ordering supplies and maintaining database.
- Provide support in pre-screening and organizing the screening.
- Assist with travel arrangements and budget request.
- Update and file documents related to the recruitment process.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Relevant Job Experience
Essential
Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization. High IT affinity and computer skills with proven ability on MS office and Excel. Communication skills.

Desirable
Knowledge of online search methodologies.

Language Requirements
For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language.
For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.

Desired Candidate ProfileAdditional information:
Candidates must be legally present in Hungary at the time of application, recruitment and hire.

For G5 - 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher.
NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G5 - Salary range: NET 610,475 HUF - NET 715,099 HUF.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
